With the deep development of the socialist market economy in our country, the size of mobile population increases continuously. Mobile population accounts for a great proportion of the total population in domestic cities and consequently increases rapidly. Mobile population has played an important role in promoting the economic development. However, many people of mobile population come from the remote districts and receive lower level of education. If some of them lack their own sense of position,they are easily to be guided to commit crime by the temptation from the adverse social environment. Nanyang, as known as the largest population city in Henan province, has mobile population of nearly 2 million. The criminal cases of mobile population account for the very great proportion in Nanyang, and lead the social security situation to become complicated; Moreover, Nanyang which is an important city of Xinjiang province to the mainland has a special geographical position and a reputation for the culture of traditional jade. It is attracted many residents of Xinjiang ethnic minorities to do the jade business, but it leads some members of "the three forces" to hide in the floating population of ethnic minorities in oder to engage in terrorist activities and threaten to the social security situation of Nayang and even the whole country. According to the statistics, the criminal principal amount of mobile population has been a large proportion of the three main kinds of cases including the criminal cases, public security cases, and terroristic criminal cases.The paper references the theory of public security, public management and new public management. Meanwhile, it analyzes the present status of the management of mobile population in Nanyang. The paper searches problems and loopholes of the management. It gives suggestions in order to raise the standard of the management. The first chapter is the introduction. It expounds the purpose and meaning of research, and summarize the status of the research from domestic to international areas, the contents methods and innovation of the research; The second chapter analyzes the characteristic of the public security organs how to manage mobile population and be confronted with the new situation; The third part continues at the status of mobile population in Nanyang; The fourth chapter analyzes the existing problems of mobile population management, from macroscopic to microcosmic, from vertical to horizontal, from specific to general; The fifth chapter is to improve the countermeasures of mobile population management. On the basis of the analysis of the reasons, this chapter completes the countermeasures of mobile population management contrapuntally in Nanyang according to the present situation and the special groups of the mobile population management.
