Research On The Implementing Mechanism For The Supervision Responsibility Of The Discipline Inspection Of XZ Under The Comprehensive Governing Party

In October 2014, on the conclusion conference of party ' s mass educational practice, General Secretary Xi proposed to further improve requirements of implementing party's strict discipline,and deploy this implementation. The third Plenary Session of the 18 th Party CPC Central Committee-?Decision?indicated that,the responsibility system of building a clean government which is based on party's discipline should be consolidated, the party should be responsible for the main part,the party's supervision department should be responsible for the supervisory part.Hence, strengthening leadership and distributing the responsibilities becomes the prerequisite of building a clean party. The proposal of“Two-responsibility”even put the nation to be at a higher level for the requirements of implementation. The discipline supervisory department is specialized in inner party supervision and complying with party discipline. Its main political responsibility- consolidating the supervisory on the discipline, is the need in this new time period and also is required to further implement the "two responsibility", deepen the need of "three circles",which carries out the party's discipline and is being an important symbol of inspecting whether the party departments are under the new normal status and playing outstanding roles.This paper is based on the mechanism implementation on the supervisory responsibility of The Discipline Inspection and Supervision of XZ city from the view of enforcing strict party discipline. It uses power and responsibility's consistency theory as the theoretical tools. According to the studies of the implement mechanism and the operation of The Supervision Responsibility of The Discipline Inspection of XZ.This article begins with the correlation between the comprehensive governing Party and the supervision responsibility of the discipline inspection commission. It is believed that the comprehensive governing Party is not only the historical experience of our party's long-term development, but also the objective need under the present new situation, and the comprehensive governing Party demands strengthening thesupervision responsibility of the Discipline Inspection Commission.This article considers XZ city as the research object. The comprehensive governing Party under the XZ Commission for Discipline Inspection supervision responsibility runs on a series of mechanisms. Including the implementation of the "three letters of two reports", improve the discipline inspection commission supervision responsibility system, thorough investigation of "The Eight Rules " and strengthen the internal supervision and management. As well as borrowing the previous experience and methods of other cities on building the clean party environment, Such as "indicators do not cap", the responsibility for life-long system.this paper raises suggestions of supervising on discipline responsibilities.Such as innovating "cadre communication and exchange mechanism", "reasonable authority" and "perform their duties", "checking and prevention" and feedback,reporting, communication constitute linked mechanism.
