Study On The Public Security Management Of Hangzhou's Rural-urban Fringe Zones

Since the reform and opening up, along with the continuous reform of china's political and economic system, China's rural areas have taken place great changes in politics, economy, culture and social institutions. Especially with the great development of China's cities, the exiting measures of urban areas have been unable to meet the needs of cities' s development. Cities began to extend their urban areas, so a lot of rural-urban fringe zones began to be included in the jurisdiction of the city. Thus the rural-urban fringe zones produced.The rural-urban fringe zones has become the transition place of rural society to urban society. It combines characteristics of urban and rural areas. Urban expansion promotes the economic development, but also brings a series of unprecedented impact on the rural farmers' life. On the one hand, the land acquisition and relocation projects during the process of urban expansion bring huge wealth to the original farmers. It greatly improves the living standards of rural farmers. On the other hand, because of the low cost of living, a large number of migrant workers gather in the rural-urban fringe zones. The large population mobility and uneven quality of personnel bring great hidden securitydangers of rural-urban fringe zones. Therefore, the rural-urban fringe zones have gradually became the hot areas of the city.This paper is devoted to find out factors related to Hangzhou's public security on the basis of the research of China's current social contradictions during the social transition period and features of the rural-urban fringe zone in Hangzhou. From multiple aspects such as society, economy, population, social security, humanity, etc., this paper will informed analyzing the security problems of the rural-urban fringe zone in Hangzhou, thus, put forward feasible countermeasures to give it a better governance.With the security problems of Hangzhou's rural-urban fringe zone as the study object, this paper is completed by using the methods of investigation, data reference, exemplification and empirical analysis on the foundation of research results both aboard and at home. Study on current situations, features and causes of Hangzhou's rural-urban fringe zone suggests that problems lie in the land acquisition and demolition issues left from history, the lack of security administration and authority within the areas, some objective factors as landless groups and floating populations, incidents threatening to the social security like mass disturbances and Mafia-like gangs, which mainly show out from the high rate of criminal cases, the seriousness of juvenile delinquencies, the increase of mass disturbances, complexity of the subjects and the fallen of the government credibility. Results show that all this is triggered by the social transition, the reform of the social structure, the component of the population, subject itself and the lack of social security and concerns.In order to effectively maintain the harmony and the law rules of the society, the government public security authority as well as other relative departments should enhance the awareness and unify the thoughts; strengthen the supervision to the disruptions of public order and the management to the key complex industries. At the same time, the information systems and the social early-warning systems should be further intensified. Moreover, the spiritual civilization construction and law educational propaganda in rural-urban fringe zone needed to be enlarged while the social security system and humanistic concerns among the rural-urban fringe zone should be improved. At last, the social security prevention and control ability needs to be constantly reinforced by innovating the management mode and constructing the three-dimensional public security system of the rural-urban fringe zone.
