Research On The Prevention And Control Of Public Security In Primary And Secondary Schools Of Urban-Rural Fringe Areas

For more than 40 years of economic reform and open up,the rural and urban boundaries have blurred or even eliminated,due to the rapid development of the national economy and the migration of the rural population for the increase in demand of urban resources.urban expansion due to.The urban-rural junction area is distinguished from rural areas with "acquaintance society" and cities with mature operating mechanisms.There are many factors,such as frequent population migration,uneven educational attainment,and incomplete social management mechanisms,ave made the urban-rural junction a key area for frequent public security problems.The primary and secondary school campuses at the junction of urban and rural areas have also become places where various cases and incidents occur frequently,such as property loss and personal infringement.Therefore,systematically studying the law of the occurrence of public security problems in the primary and secondary schools in the urban-rural junction is of great practical significance for strengthening the public security management of the urban-rural junction campus,reducing illegal crimes in the region,and promoting the safety and stability of the campus.There are many reasons that could artributed for family education,school and government management,and social environment for these security problems,such as the complex surrounding environment,the complex population of student,and lacking of campus security facilities.This article is based on the public security prevention and control work of the primary and secondary campuses.The primary and secondary campuses at the junction of urban and rural areas are the main subjects of research.The main research theories are the social security prevention and control system theory,defense space theory,and crime opportunity theory.The main research methods include literature research method,field investigation method and case analysis method.This article discusses in turn from four aspects: problem exploration,cause analysis,foreign experience reference and countermeasure suggestions.The main security issues in the primary and secondary school campuses in the urban-rural junction are: off-campus personnel committing crimes against teachers and students;students committing crimes against schools;and school teachers committing crimes against crimes.The current public security prevention and control strategy has important implications for us,including the enactment of campus safety laws,the establishment of special campus police agencies,the development of campus safety publicity education and training exercises,the provision of adequate prevention and control funds and scientific prevention and control facilities.Therefore,the security prevention and control of primary and middle campuses in the urban-rural junction should be strengthened from the following three aspects.For the government level,the overall collaboration between the government,public security organs and other relevant functional departments should be strengthened.And then at the campus management level,campus safety management system and policy should be further improved.At the level of family education,optimizing the family education model and establishing a family line of defense to prevent public security incidents through education and propaganda.This article aims to provide reference for relevant departments to formulate targeted resolution strategies by analyzing the characteristics of the public security incidents in the primary and secondary schools in the urban-rural junction and finding corresponding preventive mechanisms.
