Study On The Government Function In The Transformation Of The Old Industrial District Of Bayantala, Baotou

The city of the old industrial area has made an outstanding contribution format and develop the old industrial city, and establish an independent and complete industrial system. This area is still a powerful support to develop local social economy. However, after a long period of development, there are also some problems shown up, such as backward production capacity, lack of infrastructure facilities, security risks, environmental pollution, difficult groups increased. In recent years, many old industrial districts have been adopted in various ways to carry out the transformation of the old industrial areas in urban areas. National Development and Reform Commission have also identified the pilot cities, organized to carry out the relevant work. That has achieved some success. However, some problems exist in the process of the transformation of the old industrial areas of the city in the process of fulfilling the functions of the government, which needs to be solved. The government implements the transformation of old industrial areas in urban areas scientifically and strengthens the government's ability to perform its duties. The meaningful things that government should do are included that government should promote industrial structure adjustment in the old industrial area, create new competitive advantages of recycling industry, improve the urban comprehensive service function, improve the quality of urbanization development, and maintain social harmony and stability.This paper reviews the performance of the local government of Bayanlata about transforming the old industrial Donghe District, Baotou City, and analyzes and summarizes the problems and reasons of government performance existed in transformation of local old industrial areas. There are some targeted advice, such as to increase the funds to raise funds, to extensive absorb funds, to strengthen technological innovation, to promote the development of new industries, to strengthen social security, to establish supervision and evaluation mechanism, to strengthen the cadres, and to enhance the ability to perform their duties. I hope that this paper provides reference and ideas for the implementation of the transformation of the old industrial areas in other areas.
