Research On Government Functions In The Adjustment Of Industrial Structure In Urban Old Industrial Zones

In the early stage of economic development after the founding of China,in accordance with the government's strategy of giving priority to the development of heavy industry,a number of basic industrial cities and traditional industrial concentration areas with coal mines,steel,heavy machinery,textiles,and shipbuilding industries as economy engines were established,laying the initial foundations for China's industrialization while leaving the local areas in long-term administrative-led and government-led development.With the continuous development of reform and opening up and the development of the socialist market economy,the traditional planned economy system has continued to shift to the socialist market economic system,requiring government departments to further deepen institutional reforms and transform government functions.At the same time,problems such as extensive management,backwardness of institutional mechanisms and administrative over-intervention in a considerable number of urban old industrial areas have become increasingly prominent.In recent years,the state has vigorously implemented the relocation of old industrial areas,and a number of traditional heavy chemical industries in urban old industrial areas have withdrawn from the main urban areas one after another.The local industrial structure is facing major adjustments,and the effects of industrial optimization and upgrading will have a profound impact on the rejuvenation of cities.In this process,it is more necessary for the local government to play a proper role,promote the optimal allocation of various resources,and realize the replacement and upgrading of the three industries under the guidance of the market,so as to promote the healthy and sustainable development of the local economy and enable further improvement of the local government's governance capabilities.Based on a systematic review of the new public service theory and local governance theory,this paper discusses how the old industrial districts should reasonably define and effectively play the government role in the process of industrial restructuring from the perspective of public management,and provides support for local governments to carry out relevant work.This paper first introduces the basic situation of the current industrial restructuring of old urban industrial districts in China,and put forward the main appeals of this work for the functions of localgovernments and the difficulties of the process of government functions from the four aspects of macro planning,policy guidance,public service,and market supervision.Then,taking Licheng District of Jinan as an example,through the experience of the related measures and achievements of the Licheng District Government in carrying out industrial structural adjustment work,this paper summed up the good ideas and practices in deepening system reforms and improving industrial upgrading capabilities and analyzes the problems and causes.Finally,combining the typical cases of industrial structure adjustment in old industrial areas at home and abroad,as well as experience and inspiration of local governments when playing their roles in promoting industrial transformation and upgrading,this paper puts forward a series of countermeasures and suggestions for improving and perfecting local government functions in the industrial structure adjustment of old industrial areas,providing reference for the industrial structure optimization of the old industrial areas in other cities of China.
