| At present,with the development of the socialist market economic reform in China,the mode of economic development and market competition with the regional as its units start gradually normalized,and at the same time it also brings so many problems.From ancient times,Jing-Jin-Ji area is always known as the “powerhouse Province”.As the political,cultural and economic center,it plays much more important role in geographical position,technology,talented people,market environment than other areas,thus the coordinative development of Jing-Jin-Ji occupies a very important position in the overall development in China and it is an essential part of regional coordinative development.However,ever since the start-up of the coordinative development of Jing-Jin-Ji,although some achievements have been made,they are not developed ideally on the whole.The situation,like imperfect regional coordination mechanism,uneven balance of regional development,the harsh environment pollution and so on,is relatively serious.The major reason is that the coordinative mechanism between the governments of Beijing,Tianjin and Hebei exists problems.Therefore,how to solve the problems existing in the coordinative mechanism between the governments of Beijing,Tianjin,and Hebei has become the urgent priority for promoting the coordinative development of Jing-Jin-Ji.Especially in some correlated regulations including the report to the eighteenth National Congress of our Party in March,2014,the Central urbanization working conference and the state new urbanization planning issued by the state council,Jing-Jin-Ji megalopolises have been mentioned more than once,which demonstrates that our country places great stress on the coordinative development of Jing-Jin-Ji and the coordinative development of Jing-Jin-Ji is urgent and important.By explaining the correlative theories like “Jing-Jin-Ji Megalopolises”,”Coordinative Development ”,“Inter-government Coordination Mechanism”,this paper analyzes the present situation of the coordinative development of Jing-Jin-Ji,the main problems and reasons existing in the inter-government coordination mechanism during the coordinative development of Jing-Jin-Ji.And at the same time,by benefiting from the successful experience of foreign and domestic regional coordinative development and inter-government coordination mechanism,this paper puts forward some relevant strategies in solving the problems of the inter-government coordination mechanism during the coordinative development of Jing-Jin-Ji,thereby further promoting the coordinative development of Jing-Jin-Ji.The specific content of this paper is as follows:Introduction mainly elaborates both the study background and meaning of this paper,and related foreign and domestic present study situation.It also introduces general thinking and methods and explains the innovation and deficiency of this paper.The first part explains some conceptions,the theory basis of this paper as well as the coordinative development tendency of Jing-Jin-Ji,inter-government coordination mechanism types,thereby lying the foundation for further study.The second part analyzes the problems existing in the inter-government coordination during the coordinative development of Jing-Jin-Ji and discusses the reasons of these problems from national level,market level,social level and legal level and so on.The third part discusses and analyzes the successful experiences of foreign and domestic megalopolises during regional coordinative development and inter-government coordination mechanism.For the foreign part,it mainly analyzes the successful experience from America and Japan.For the domestic part,it mainly analyzes the successful experience from Yangtze River delta and Pearl River Delta.Based on the above-mentioned cause analysis and benefit from foreign and domestic successful experience,the fourth part puts forward related countermeasures to improve tagencies and peak dialogue mechanism,establish a regional sharing mechanism,establishing the coordination between government guarantee system,perfecting the laws and regulations safeguard mechanism,perfect the coordination mechanism among government,market,society,three five aspects,brings forward the coordinated development of beijing-tianjin-hebei intergovernmental coordination mechanism in the relevant countermeasures.The conclusion gives a summary of the whole paper. |
