Study On The Operation And Optimization Strategy Of Inter-government Joint Conference Mechanism Of Urban Agglomerations

With the rapid develop ment of China's economy and society,the level of urbanization continues to improve,the size of the population continues to expand,the effect of industry cluster gradually formed,the link between the surrounding cities is more closely,the city cluster began to form.The emergence of urban agglomerations promotes public affairs to break through the boundaries of cities and become cross-regional and cross-city public affairs,which brings great challenges to the management of urban governments.Faced with this situation,the government is required to conduct cross-regional cooperative governance when dealing with public affairs.At present,the urban agglomeration government in China has found a coordination and cooperation mechanism suitable for the future urban agglomeration governance in the long-term practice,which is called the inter-governmental conference mechanism of urban agglomeration in this paper.At present,China's urban agglomeration has been using this mechanism for urban agglomeration development and governance,and achieved good r-esults.For exampie,the inter-governmental joint conference mechanism of the beijing-tianjin-hebei region,the Yangtze river delta,the guangdong-hongkong-macao greater bay area and other three major urban agglomerations.From the perspective of the operation effect of the inter-governmental conference mechanism of urban agglomerations,It may become an An effective mechanism for the construction of high-quality world-class urban agglomerations of effective administrative way to solve the "fragm entation" of government in China's unique political,economic and social environment,"Coordinate" horizontal intergovernmental relations,"Integrate" the government and its functional departments.In order to have an in-depth understanding of the generation and development process of the inter-governmental conference mechanism of urban agglomerations,and to explore the basic process and internal mechanism of its operati-on,This paper makes an in-depth analysis of the operation process of the inte r-governmental joint conference mechanism of the three major urban agglomerations,namely,beijing-tianjin-hebei,Yangtze river delta and guangdong-hongkong-macao greater bay area,The basic process of its operation is summarized into two important links,which are the horizontal operation process and the vertical operation process.The horizontal operation process includes the formation and development of the mechanism of inter-governmental joint conference,the setting of goals and the formation of or ganizational structure;Vertical operation process includes decision-making process,coordination process and execution process.The operation of the mechanism of inter-governmental joint conference on urban agglomeration has a positive impact on the development of urban agglomeration,Including promoting the normalization of trans-regional cooperation,Accelerating the integration process of urban agglomeration,Strengthening ecological and environmental protection,Promoted the formation of the scientific and technological innovation systems and so on.Although the mechanism of inter-governmental joint conference of urban agglomerations runs in a rigorous and orderly way and its operation has achieved remarkable results.However,the mechanism of inter-governmental joint conference in urban agglomerations is not perfect,and there are still many deficiencies in the actual operation process.It is mainly manifested in five aspects:First,insufficient guidance and support from the central govemment;Second,the relationship between city governments is not coordinated enough;Third,the government function department's conformity is not reasonable;Fourth,the cooperation agreement is not specific enough and the binding force is not strong;Fifth,the implementation of cooperation matters lacks supervision.In view of the five deficiencies in the practical operation of the mechanism of inter-governmental joint conference in urban agglomerations,this paper puts forward specific optimization strategies from the aspects of concept,inter-governmental relations and system.
