Study On Urban Management Participation In Community Governance In Lucheng District Of Wenzhou City

Social management approach from the past unit management to community management, urban communities to assume the past by the government and the unit to assume the social management, public services and social security functions. At the same time, urban management is also a direct service to the residents in the service and functions and communities have a lot of cross-points and complementarity, which for community self-management and urban management functions of functional integration laid the necessary foundation. In this paper, from the perspective of social management innovation, urban management and community establish long-term cooperation mechanism into the community governance, to play the urban management departments and community advantages, complement each other to achieve the purpose of enhancing mutual capacity to serve the community. In this paper, through literature review, clarification and analysis of the core concepts, draw lessons from the relevant experience of urban community governance and urban management, and put forward specific policy recommendations and solutions.This paper is divided into four parts:The first part mainly discusses the research significance and purpose of this paper, and expounds the research results at home and abroad. At the same time, I discuss the new public management theory and the theory of synergetic governance. And the research methods and framework of this paper Structure to account for.In the second part, the main content and operation mechanism of urban management in community governance in Lucheng District of Wenzhou City are expatiated. The objective survey data are obtained by means of questionnaire and interview, so as to grasp the urban management in Lucheng District community governance more deeply and accurately. The effectiveness of urban management participation, the problems and so on, and the existing problems are analyzed.The third part mainly discusses the practice and exploration of domestic urban management in community governance, and selects the representative city of Licang District of Qingdao and Yuecheng District of Shaoxing City. The participation of urban management in community governance is carried out in these two areas. Analysis, which can give full play to the Lucheng District Urban Management role in community governance inspiration.In the fourth part, combining with the experience of Lucheng District, this paper puts forward some suggestions, such as establishing a long-term effective management mechanism, strengthening the interaction between urban management and the community, strengthening publicity and so on.
