Study On The Transformation Of Functions In Rural Government

The Third Plenary Session of the 18th Central Committee of the Communist Party of China clearly raised that we must speed up the transformation of government functions and deepen the reform of administration system and innovative management style to enhance the government's credibility and execution and establish a law-based and service-oriented government, and we also need to strengthen the local government's duty of social management?public service and economic development and so on. Therefore, analyzing the transformation of township government functions is of great theoretical and practical significance. Firstly, this article explains the background and the purpose of study on the transformation of township government functions, and summarizes the research of status and also describes the research content and method. Secondly, the article introduces the basic theory, and describes the necessity of transformation of township government functions. Thirdly, the article introduces the changes of transformation of township government function in Fujian Zhouning and analyses the problems and causes of transformation of township government function in Fujian Zhouning. Fourthly, the articles propose the method of transformation of township government function from the perspective of township government and township leader and all rural work. Finally, in order to reduce the cost of governance, also to deepen villagers' autonomy, we raise the direction of the reform is canceling the township administrative organizational system to the resident agencies of the people's government at the county level.
