Investment attraction is a significant strategic planning since the initiation of the reform and opening-up policy.Local government regards it as the key way to accelerate the native comprehensive strength,and local government has introduced and implemented these subjects by themselves.These investment attractions guided by local government have attained great achievement,which has improve the economic and social development,brought foreign advanced ideas,and created a lot of jobs.In its range of marketing activities,the companies and other social organization have played leading role in investment attraction.In fact,local government has come to predominate in operation.During the introduction and landing of the project,local government participates directly in the dominant way.Under the current guidance of the concept of “Decentralization,Regulation,Service”,it has been continuously promoted the overall deepening reform of the government's functional transformation.However,this transform has existed a series of problems,which has shown this mode has deviated from current development requirement and reform direction.Therefore,it is significant to the study of developing local government functional transformation in investment attraction.Under the above background,this paper analyses the reason and performance of government failure,and its transform objects firstly.Then,introducing the background of local government's investment attraction,the necessity of functional transformation and combing them with the above theory,and get the direction and object of the local government's functional transformation in local investment attractions.By analyzing the local government functional transformation of Z city,Henan province in investment attraction,such as higher investment attraction cost,the excess intervention from administration government,excessive preferential policies,guidance lacking in project and program.The reason of misconduct are pressure-based policy assessment mechanism,profit driven by tax-division reform,incomplete of third-party investment intermediary organization,and unsound related Basic supporting services.For the problems and reasons of local government functional transformation,this paper has changed the local government's own ideas,gradually established the“marketing” attraction mode,improved performance evaluation mechanism and created an excellent investment environment to give relative complete suggestions to local government functional transformation in investment attraction.
