The Study Of Governmental Function Transformation Of Jiufeng Country Government

In China the functional transformation of the government body based on its socialist market economy is the necessity not only to further establish the socialist market economy and make it perfect, but the necessity for self-developments of all different levels of the government. The lowest level embedding in Chinese government is the country level (Xiang in Chinese word). It is the cornerstone of the Chinese government and the forefront of implementing all governmental policies, and the most importance is that it is closely associated with issues concerning agriculture, countryside, and farmers (Sannong Wenti in Chinese words). Therefore it is necessary to do some researches focusing on the function transformation of the country level government (Xiangzhengfu in Chinese words).According to one of ideas putting forward by the sixteenth representative conference of China Communist Party, China must speed up the construction of bridging the gap between the urban and rural area to meet the target of achieving a better-off life in China after Chinese entry into the World Trade Organisation (WTO). Therefore, this report, resulted from practices, studied the function and administration system of the country level government located in the suburban area. With the trend of bridging the gap between the urban and rural area in China, it gave a detailed analysis and comparison between the country level government – the most basic governmental authority in the country area – and the neighbourhood bureau (Jiedao Banshichu in Chinese words), which is the most basic administration department in the urban area. Moreover, it took the Jiufeng Country – located in the suburb of Wuhan city – as a case, and put forth the alternative propose for its functional transformation of Jiufeng Country government through having an comprehensive understanding and analysis on emerging development problems during its urbanisation procedure. In so doing it could be beneficial for the suburban area, which is less development in its economy, to transform their government function so as to promote their local development.This study could be grouped into four parts. The first part was to describe some associated concepts of the function transformation of the country level government, and especially to examine some associated theories and researches focusing on the transformation of governmental function modes. Secondly, it depicted some general situations and problems found during the function transformation of the current country level government in China; in the meanwhile it described the current development of Jiufeng Country and the effectiveness of its functional transformation. Next, the study put forward existing problems of the function transformation of the Jiufeng Country government, and further analysed factors preventing it from the function transformation. The fourth part was the centre of the study. It identified the methods and measures to resolve the problems encountered by the Jiufeng Country government.
