Since the 1990s, China adopted the reform of the tax system so that the financial resources presented tendency to move upward. The imbalance relationship between the central financial authority and local powers led directly to the emergence of many problems, such as the low enthusiasm on work of the grass-roots government and insufficient supply of public goods in rural areas. As the administrative system reform of China step forward, the project become an important variable embedding in rural development since the 20th century It is designed to take advantage of special transfer payments the state financial means to break the shackles of the units represented by the bureaucracy, prevent differentiation utility caused by the market system and increasing investment on livelihood projects and public services effectively. "Project to the countryside" has become an important channel and mechanism for the allocation of funds from top to bottom. Which becomes prominent in size and influence and reshaping the relationship between the central and local.After years of development of "Project to the countryside", generally speaking, the treatment effect has made an unprecedented breakthrough. But in the process of governance, the state simple injection the resources in rural areas and forced to promote "project to the countryside" rely on administrative means. Resulting in many problems on project resource allocation, power distribution management, project supervision process and final management and maintenance and development projects. In this paper, through the theory of public goods, public choice theory and asymmetric information theory, the governance of "Project to the countryside" has a lot of inspiration. With the case analyzes on dilemma and cause of "Project to the countryside" in the process of governance. From the macro and micro level Proposed the corresponding countermeasures and suggestions. To improve the "Project to the countryside" governance model and promote the process of new socialist countryside.
