Project System Governance: Process, Effect And Improvement

With the reform of tax distribution system,project system,with its unique advantages,has not only become an important means of special transfer,but also an important bridge between central government and local government,and an important mechanism for central government to govern local government.As a different governance system from the past,project production has attracted the attention of academia,and has produced some research results.However,there is no complete and systematic discussion on project governance in current academic circles.Based on this,starting from the project governance itself,this paper makes a comprehensive analysis of the causes,theoretical basis,governance subject and governance process of the project governance,and puts forward corresponding improvement measures in view of the problems in the governance process.The emergence of project-based governance is not only directly affected by the reform of tax-sharing system,but also by the dependence on the planning system and the inevitable trend of social transformation since the reform and opening up.In addition,the project governance can become a new governance model,which has its profound theoretical basis,namely,the theory of target management,governance theory and Chinese-style development concept,government concept.In the process of project governance implementation,different subjects also have different interest demands,and different interest demands are reflected in the corresponding implementation links either in the form of cooperation,or in the form of competition,or in the form of both cooperation and competition.Any governance activities need to conform to the trend of the times and the trend of the times.Therefore,it is also necessary to put project governance under certain standards to measure its governance effect.Through investigation,it is found that although project governance has achieved some results,there are still some problems which make it deviate from its original intention.Based on the actual situation of the operation of project-based governance and the specific situation of China's social development,project-based governance must achieve its original intention: first,it should conform to the general principles of objective management;second,it should meet the inherent requirements of new development ideas;third,it should reflect sufficient legitimacy;fourth,it should be consistent with the modernization of national governance system and governance capacity.Fifth,we should constantly improve our own shortcomings.Through the analysis of the main body,process and effect of project system governance,this paper holds that although there are some problems in the process of governance,project system governance can become a governance mode beneficial to national stability and development through certain improvement and promotion.
