The main reason lead "Rural Governance by Project" to comes true is its internal mechanism. This mechanism constitutes by the appropriate policy foundation system, the local community foundation and the active cooperation in multi-level formed in "Happiness Village". So,"Rural Governance by Project" must rely on "external project resources" and "the village endogenous forces power" work together. The project is the "carrier" to achieve a virtuous cycle of village governance. We must mobilize the initiative of the villagers, improve their self-organizing capacity and the degree of organization, and carry out participation and cooperation in multi-level, in order to achieve management goals of "Rural Governance by Project".
