The current research, based on the data collected from the urban community of the case, discusses the basic concept of the informatization, and analyzes the development status, the common pattern and the problems existing currently in the cities in China and foreign countries. We have found that the informatization pattern, whether in China or foreign countries, demonstrates the similar characteristics though we as Chinese might refer to some particular urban community governance experiences from the foreign countries.We carry on the research in the major cities in Fujian province, particularly Siming district of Xiamen city, and collect the data on the basis of the visits and interviews conducted in the local authorities and government bodies. Our research, by the case study, analyzes the informatization of urban communities from the problem-oriented perspective. Based on the investigation, we attempt to propose four basic patterns as to tackle the problems and issues concerning the informatization of urban communities: stick to four principles, enhance construction plans, guide public opinions, and guarantee financial support. Furthermore, we find that the informatization of urban communities in China is undergoing the reforming stage with more participation from the outside. It is certain that the informanization will play a wider and remarkable role in our society in the near future.The current study, according to the theories of the public administration, community, and informatization, by the case of Siming district of Xiamen city, proposes the informatization of urban community as an effective means to modern community. We believe that it is not merely a technology-introduction process, but a governance-transforming process. It needs the neighborhood, the community, local and central governments, to work jointly, to adapt flexibly, and to develop sustainably. It is hoped that our study might offer the relevant researches some productive references.
