Research On Jinan Community Informatization System

As a city’s cell, community is the major place for people to dwell, study, live and contact, which is viewed as one of the most important grass-roots organizations in human society. Strengthening the building of community informatization can effectively improve the level of community management and community service, and bring community residents more satisfied. Therefore, the domestic government at all levels is increasing emphasis on community informatization construction. Community informatization construction is a systematic and enormous project, which not only relates to the problem of network technology, but also to specific research projects, business process optimization, system software development, the government management system, the organization safeguard mechanism, and the investment and operation mechanism. In the course of composing, as a staff of civil administration department, with the help of favourable way of exposure to community building during the work, the author scientifically and systematically summarized and analyzed the experiences and practices of the community informatization construction in the advanced cities at home and abroad, profoundly and meticulously studied and researched the actual situation of community informatization construction in Jinan. Concerning the problems of rapid development of informatization technology but with backward level of informatization technology in Jinan and combining the situation of community development and the growing demand among residents, the theory of process reenginerinng was utilized and in accordance with the analytical methods of diagnosis optimization of the old process, the new process design and evaluation, a systematic study was carried out on community integrated management system, the community public service platform, intelligent community and family informatization construction. In addition, from the aspects of planning system, the information collection, assessment evaluation, and team building, the construction of community informatization system organization safeguard mechanism of Jinan was disgussed, and some suggestions on the construction of community informatization investment operation mechanism was made, which hoped to help the Jinan Municipal Government to build modern community informatization systems, strengthen community general management and service level, as well as improve the strength of the construction of a harmonious community.This article is divided into a total of six chapters:Chapter I puts forward the background, objective and significance of community informatization construction. Chapter II outlines the construction of community and community informatization, summarizes and analyzes the situation and problems of the informatization construction in the advanced domestic and international urban communities. Chapter III gives specific analysis on current situation and existing problems of community informatization construction of Jinan in detail. Chapter IV introduces the theory of process reengineering, re-examines the defects of the existing community informatization processes in Jinan, and conducts a study on Jinan’s the community informatization system as a whole framework. Chapter V lays particular emphasis on the community informatization system and other institutional building of Jinan by the theory of process reengineering and analyzing specific issues case by case. Chapter VI is the conclusion, including summary, innovations, shortages and prospects.This article describes and analyzes the experience and problems of community informatization construction in advanced urban communities at home and abroad in more detailed. In the light of the actual needs of the community development in Jinan and combining with the theory of process reengineering, it carries out a complete study from planning to construction to safeguard. Besides, three system construction is discussed specifically, including community integrated management, community public service platform, community intelligence and the family informatization, which is very innovative. Meanwhile, the article makes a study of the community informatization system organization safeguard and investment operation mechanism of Jinan, and provides some suggestions, which have a strong practical significance on changing the current situation of the feasibility of lacking of community informatization construction of Jinan.
