| Ten years of trees,a hundred years of people,the development of education is inseparable from the construction of teachers,and the realization of educational equity is also closely related to the scientific and balanced distribution of educational resources.Therefore,the approval and use of teacher establishment directly reflects the fairness of the distribution of educational resources,and also directly affects the interests of tens of millions of teachers in China and the future of education.In 2001,the Central Committee took the lead in formulating a unified national standard for the establishment of primary and secondary schools,which were classified according to rural areas and towns,and approved according to different standards.In 2009,the Central Committee raised rural standards to county and town standards.In 2014,the approval standards for primary and secondary school teachers in rural and urban areas were further raised by10.5% and 18.5%.Although China’s teacher establishment approval standards are steadily rising,there is still a certain gap with the distribution of educational resources in developed countries.However,according to the requirement of "only increasing but not decreasing" the total number of institutions proposed by the Central Editorial Office in 2014,the establishment of grassroots institutions to be allocated is very limited,and the current approval plan and establishment management policies are difficult to meet the increasing demand for teachers in schools,resulting in the emergence of many contradictions between supply and demand of teacher staff.Taking Area R as an example,this paper deeply understands the contradiction between supply and demand in the establishment of primary and secondary school teachers in the area through field research and other means,analyzes the reasons for these contradictions by analyzing the current situation,understands the solution strategies that the preparation department of Area R has adopted,and puts forward more feasible reform countermeasures based on the current social situation and the latest policy requirements. |
