Legal Issues Study On State-owned Enterprises Social Responsibilities

From the twenties and thirties of the last century,researches about corporate social responsibility have already begun.Nowadays,the theory of corporate social responsibility has been widely accepted by the general public,which has a far-reaching impact on the development of Chinese enterprises.With the development of the economy and the reform of the system,the modern enterprise's social responsibility has been overseen or even ignored.The state-owned enterprises,which are the important constituent forms of our national economy,have been playing an important role in social responsibility,and they also play an exemplary role for other companies.How to make the social responsibility of state-owned enterprises to improve its legalization,the analysis and discussion of this issue is the core of this article.In addition to the summary and conclusions,there are four parts:The first part mainly studies the basic theory of social responsibility of state-owned enterprises.From the connotation of corporate social responsibility,the paper discovers the difference between the social responsibility of the state-owned enterprises and the general corporate social responsibility,and discusses the theoretical basis and legal principles of corporate social responsibility.The second part mainly studies the present situation and the existing problems of the social responsibility of the state-owned enterprises in our country,by analysing the status-quo of the corporate social responsibility and the status quo of legislation.It also points out the main problems in the legislation of corporate social responsibility at present.The third part introduces the general situation of CSR legislation in several major developed countries and regions,draws the advanced experience that is worth learning,and draws lessons from the relevant legislation of our country.In the fourth part,it is suggested to solve the problems existing in the legislation of corporate social responsibility in our country so as to make the state-owned enterprises take a more active social responsibility and promote the healthy development of our country.
