Government And Nongovernmental NGO In Place For Minors Education Cooperation Mechanism Research

With the continuous development of politics, economy and public cultural undertakings, non-government organization (NGO for short) is playing its particular charm and unique role increasingly in China, becoming more and more important in the process of social life. There are various NGO existing in many fields, such as economic intermediary service, social support, social service, rights protection and charitable relief, etc. Accordingly, as the administrator of social affairs, government has increasing opportunities to deal with NGO. However, juvenile as the hope country's future, the research on how to strength the related problems is very important. Now the research on how to manage the relationship of government and NGO in the social activities has certain theoretical value and practical significance under the new situation.The emplacement and education system of juveniles conforms to the basic principles of criminal justice for protecting juveniles in China, which is the inevitable requirements based on the disposal of juveniles justice, as well effectively alleviates social alienation in juveniles offenders' mind. However, this system still has several issues, including unknown main body, unclear responsibilities, organizational forms and management systems lacking of standardization and the low coverage of help and education. Even so, Chinese government has its own advantages as well as obvious disadvantages in the current emplacement and education for juveniles. Similarly, NGO has an effect on this process in a sense, but its shortcomings are obvious as well. The working of juveniles emplacement and education is the duty of the government sector, but also should be done by the associations, communities and enterprise base. NGOs, including associations, communities and enterprise base, should be introduced to the working of juveniles emplacement and education. The government sector should transfer relevant responsibilities to NGOs, such as communities and associations by purchasing service to make that work more professional. Volunteers associations and other social organizations help the special groups in various forms with social energy, which is the beneficial supplement to government work. Through the effective combination of both, the quality of management by supervision and education correction have been improved, the crime rate of juveniles recidivists has been reduced, and social stability has been maintained.This article aims to study the cooperation and interactive relationship between government and NGOs carefully by analyzing how the government cooperates with NGO in the pattern of juveniles offenders emplacement and education in Lucheng District, Wenzhou. As a result, I hope this simple statement could help to improve cooperation mechanism establishment between government and NGOs, and give useful reference to juveniles emplacement and education.
