Seeking China NGO's Development Strategy From The Cooperation With Government

As the key force of the civil society, NGOs are having a big and quick development in our country, along with the changing in our economic system and democracy. However, it exposed lots of problems for the NGO's further development. at the same time. Its basic reason lies in the NGO having no valid status. How does NGOs survive and develop in the existed social structure, even to change the social structure by cooperation with government initiates author's thought. This article will take a case to discuss the course and the necessity of the cooperation between NGOs and government. Then it induces the cooperation strategy and the cooperation pattern. Finally on the view of NGO's, to take advices on NGO 's development.Specifically, this article divides into five parts.The first part is an introduction. First introduced problems in our NGOs development and the root reason, and draw out the question and the mentality which this article studies. Then explain the important concepts which used in the article. Has combed the correlation research background once more, introduced some main theory viewpoint.The second part is the cooperation of NGO and government. After describing the case, this article pointed out its existence "the status crisis", then through the description case development experience as well as the cooperation process with government, at last it analyses the necessity on three parts.The third part is the cooperation strategy and the cooperation pattern. In this part, this article has induced the cooperation strategy from the case, including positive acting to cooperation, taking the project as the platform for communication, paying great attention to individual communication and the emotion responding. The cooperation characteristic as well, including seeking the government's support to achieve organization's goal, institutional the cooperation, and maintaining relatively independent. Finally induces the folk Non-governmental Organization and the government "bi- subject supplement cooperation pattern".The fourth part is the NGO's development strategy. This article proposed six aspect development strategies: setting up good consciousness for the cooperation with government, prominent political validity, strengthen own ability and the qualifications, taking important on the good public relations with government, choosing appropriate cooperation pattern and the way by its own development phase, constructing the cooperation mechanism persistently with government.The fifth part is a conclusion. Looking at the Shenzhen government which buys services from NGOs, the author proposed her worrying about the NGO's independence when it's cooperating with government. Once more she emphasized NGO should take initiative acting to change its environment and the situation structure by the way of cooperating with government At last hope NGO and government would cooperate harmoniously, to impel the society to be more harmonious together.
