With the high-speed development of the socialist market economy, to speed up the transformation of government function, the innovation of social management, improve the efficiency of the government become a urgent task of the reform of the government. Governments by the use of fiscal funds purchasing way to provide public services to the society. And too rapid development also makes the country can not keep the unified steps on the purchase of public services. Our government purchase of public services has many deficiencies, such as imperfect system and standards; public service purchasing fund is not enough; program details are unclear; Operability is not good;coordination of policies are unreasonable; the disparity in regional development, etc. Making the reform in terms of this aspect of our country imminent.According to the study of domestic and foreign governments' purchasing public service work,on theoretical basis?research?individual cases and also domestic support system to the special family who lost their only child, through the investigation and study, seek truth from facts to grasp the present situation of our country's government purchase of public service work, accurately concluded the problems existing in this aspect, analyzed the causes of the problems described, puts forward the train of thought and way to solve the problem; Comparison, summed up in some areas and cities in domestic and foreign experience, the special family support system in the current imperfect situation as the background. This paper puts forward the Yuhua District in Changsha city of Hunan Province, Guitang Subdistrict, about government purchase of public services to care for and support the special families' new ideas, new methods. In order to provide basic data for the majority of researchers and experience, and thinking in the future should focus on research and solve the problem, our government is proposed to improve some policy on the purchase of public services, to jointly promote the government to buy public service work and the special family support system, in Changsha,Hunan Province and even the whole country the effect of the benign development.
