Study On The System Construction And Policy Design Of Social Endowment Service Of Shidu Family In Guangzhou

Shidu families is a new and challenging issue in contemporary China society.The implementation of one-child policy has made tremendous contributions to China's economic and social development.However,the side-effect of the policy leads to an increasingly serious social problem.As Shidu parents are gradually entering their old age,they can only solve their pension problems through the way of social support for the elderly who have lost their family pension foundation.The current problem is how to provide a social pension service system to meet the needs of the Shidu families in Guangzhou.This paper,based on the theory of social support and welfare pluralism,comprehensively uses the method of literature research and empirical research to analyze the status,predicament of the social endowment service for the Shidu families.Moreover,it tries to construct a framework of social pension for Shidu families,and puts forward the corresponding policy design.The full text is divided into six chapters.The first chapter is the introduction.It puts forward the background and significance of studying the social pension service of Shidu families,and clarify relevant concepts.The second chapter is the status of the social pension service for Shidu families.Through the investigation,we know the basic situation,the plight and the demands of Shidu families,and combed the current supply of social services for the aged.The third chapter is to analyze the necessity and feasibility of constructing a social pension service system for the Shidu families.It is urgent to solve the social pension problem for Shidu families,and to fulfill the pension needs of them,which is a manifestation of the government's responsibility.The development of services,government support and social participation provide a solid foundation for building the service system.The fourth chapter is the frame construction of the family care service system for Shidu families.It discusses four aspects: construction goal,participants,service model and service content.The fifth chapter is the policy design of the social pension service system.Under the four principles of systemicity,fairness,adaptability and continuity,a comprehensive policy is designed by using a set of three dimensions(core policy,supporting policy and coordination policy).The last chapter is the implementation of the social pension service system.To ensure the smooth implementation of the policy,we can improve the policy implementation plan,drawing on foreign experience,strengthening media publicity and advocating humane care.
