Study On The Problems And Countermeasures Of Government's Purchase Of Public Service

In the modern society,government's purchase public services has become an important way for the government to provide public services.Since the reform and opening-up policy,our government has introduced a series of policies on the government to purchase services,this model has been widely used in various fields,and achieved good achievements.However,due to the purchase of public services by our government is in the primary stage,there are still many problems in the process of development,so it has a great significance for in-depth analysis of these issues to improve the government to buy public services and the quality of public services.In this paper,mainly by the Henan provincial government to buy public bicycle service as the research object,theory as the theoretical guidance on the new public service theory,the polycentric governance theory and the service-oriented government theory,and making a deep analysis on the existing problems of the government's purchase of public service.According to the survey,the government to buy public services mainly has the following problems:first,the lack of scientific cost accounting;second,the government information publicity is not sufficient;third,the lack of competition to buy public services;fourth,planning is unreasonable;fifth,purchase contract is not standardized.Further analysis shows that the main causes of these problems are imperfect laws and regulations,scientific management is not in place,the supervision mechanism is not perfect,the market mechanism is immature and the development of social organizations is lagging behind.Improving the government to buy public services needs from the following efforts:to improve the government to buy public services legislation;to promote government procurement of public services to open the information;to strengthen the government to buy public service management;to improve the government to buy public service supervision mechanism;to public service performance evaluation;to promote the healthy development of social organizations.
