A Study Of Problems In Management Of First Secretary In Poverty-Stricken Village And Countermeasures

With continuous progress of China's poverty alleviation work,it has entered into a crucial but difficult stage.Meanwhile,with continuous development of national economic society,a lot of young adults as labor force leave rural areas.Of course,elites from rural areas also flood into cities.This makes villages increasingly short of labors and talents.Therefore,village governance becomes very weak.Such weak governance at the basic level has become a major factor hindering village development.In order to deal with such a severe situation,China's central government published a series of policies to select excellent leaders at all kinds of governmental agencies to act as the first secretary of villages,so as to enhance the party' s and government's governance in the rural society,facilitate development of economic society of poverty-stricken villages,and develop talents as reserve cadres with rich experience of rural work.Enhancing and improving the management of first secretaries is the fundamental guarantee of implementing first secretary-related policies and ensuring practical effectiveness of these policies.Therefore,further study of management of first secretary,analysis of existing problems,and summarization of experience and lessons are in favor of effective implementation of first secretary-related policies.The paper took Bama County as an example to analyze current situation of management of first secretary and propose suggestions on countermeasures to solve problems in the management work from both theoretical and practical perspectives.The paper was divided into five parts.The first chapter(introduction)introduced research background and objectives,research status,research approaches and creative conceptions of this subject;the second chapter described the concepts related to first secretary,the emergence background of first secretaries,development history,and main contents of management to analyze the significance and effects of enhancing management of first secretary,so as to summarize the basic system for the management;the third chapter analyzed and gained an insight into many aspects of management of first secretary in Bama County,including management practice,effects,and problems and causes in management work;the fourth chapter proposed suggestions on countermeasures to enhance management of first secretary;and the fifth chapter is the conclusion.
