This paper takes a look at the status quo of the first secretary system of Guilin City in Guangxi as the research subject.Based on the essential characteristics of the first secretary of the village,combined with the embedded governance theory,this paper will take a deep look into the selection process of the first secretary in detail and summarize how it impacts the cultural and fiscal climate of Guilin City.Utilizing the logical analysis framework,this paper will primarily analyze the situation of the first secretary system in Guilin City by selecting,appraising,cultivating and analyzing the process of the operation of the first secretary system.Through careful analysis and research,the author elaborates on the cause and effect of selecting,managing,cultivating,stimulating and assessing the system of the first secretary of Guilin in the village.This paper believes that the first secretary of Guilin City in the village has achieved positive results in the supervision of the Guangxi Zhuang Autonomous Region government and the implementation of the Guilin Municipal Government: First,we worked hard to promote targeted poverty alleviation by building or upgrading 1,358 roads in poor villages and helping 6,272 dilapidated houses in poor rural households.Poverty alleviation through characteristic industries was carried out and poverty-stricken villages were guided to develop their economies.The collective economic income of all poverty-stricken villages rose to over30,000 yuan.We vigorously promoted employment and poverty alleviation,and helped 29,900 poor people find steady employment.Second,by improving the capacity of basic-level party organization governance,88 poverty-stricken villages were awarded with the “five-star rural grassroots party organizations in the autonomous region” honor,174 villages with the “four-star rural grassroots party organization,” and 266 villages with the “three-star rural grassroots party organization” distinction.Third,we have seen the promotion of the "beautiful guilin village construction",the introduction of various characteristics within the industry,that promotes the income of poor village farmers.Despite positive results,there are still some issues that reside within the current system of operations.In the process of selection,the system was not embedded,which resulted in the first secretary in the village needing to improve his awareness of criticism,lack of enthusiasm,and a weak sense of responsibility,which led to obvious drawbacks at the source of the system.In the process of the first secretary in the village carrying out his work,the intensity of resourceembedding is uneven,mainly due to the lack of support from the supporting units and the lack of supervision from the township party committee and the government directly in charge of the units.In the assessment process,the organization is not fully embedded,mainly because the direct management unit has no constraints on the performance assessment of the first secretary in the village,and there is no unified standard for the assessment of the backing unit.This results in a situation where the work performance of the first secretary in the village cannot be truly measured.This paper looks to solve some of these issues in an attempt to accelerate the rate at which poverty is dealt with and strengthen rural work through grassroots party organization construction.The most logical way to achieve this goal is to improve the current system for selecting the first secretary of the village.I will look at factors such as where and how the secretary is stationed in the system,as well as ensuring that their age is correct,to ensure that they are stationed correctly,optimization of resource embedding and the rational use of the resources brought by the backing units and policies,and finally looking towards perfecting the organization,standardizing the evaluation index,and creating an evaluation plan.Through careful optimization and promotion of the system operation of the first secretary of the village and utilization of the three concepts covered in this paper,combined with proper training for the first secretary of the village,we can ensure that all poverty-stricken areas can be lifted out of poverty by 2020.
