The Dilemma And Countermeasures Of The Rural Governance In China’s Poverty-stricken Area

The 13 th Five-Year Plan noted that finishing building a moderately prosperous society in all respects has many "short Board". Shaking off poverty in rural areas is one of the prominent "short Boards". To polish the "short Board" and provide sustainable survival and development space for the rural poor, the key lies in the development of China’s rural poverty-stricken areas. However, due to rural characteristics of non-balanced development on the whole, polishing poverty "short Board" can’t end up with "one size fits all". General Secretary Xi jinxing in Xiangxi rose "targeted poverty alleviation policy" and proposed that we will take different measures in light of local conditions. The object of this article is in a poor rural village in Hunan.Village governance is the research perspective and basing on field research is the means of study. The purpose of the article tries to find the difficulties, causes and solutions of the Hunan village governance in poor areas, to provide constructive suggestions for similar accurate poverty area and to promote to build the comfortable society comprehensively and achieve socialist modernization drive quickly.A village located in the southwest of Hunan, is one of the poverty-stricken areas in Hunan province. In the process of the modernization development of our country, A village in Hunan passively adapt to the development process of the whole nation, and passively pursued economic development pace, and passively implement villagers’ self-government and passively accept national preferential policies. Thus, the village governance of A village gradually reveal not refinement, de-normalized, non-standard non-institutional, and non-scientific development. The village governance of A village directly reflect the dilemma that the village governance subject is Single centralized that the governance mechanisms is self-contradict and that the farmers isn’t participate in the village governance. In addition to factors such as poor natural conditions and economic development, there are many other factors. Traditional farmers are lack of the capacity to participate in the governance. The economic development in the poor areas is caught in inherent contradictions that existed all the time. It also has a great relationship with low institutionalized level of China’s village governance. Economic factors are the root cause. Historical and cultural factors are the basic cause. Institutional factors are key cause. Therefore, in order to find the way to solve the dilemma of village governance in poor areas, we need set up a “three-in-one” involving economy, culture and institution, "three-pronged". We should take advantage of resources to develop characteristic industries and build a social school. Moreover, we should cultivate new farmers and explore new governance mechanisms.
