A Study On The Role Definition Of The Grass-roots Government In The Process Of General Election In Village Committee From The Perspective Of Game Theory

As the society develops and the urbanization processes,owing to the problems such as the requisition,the clan disputes,environmental pollution,and the loss of profit distribution...ect,rural area is becoming the hot issue of concern where social problem come up with in a sudden,frequent and outbursting way,which leads to the upbringing of basic social problems such as fraud,violent conflicts and so on.Therefore,these problems and contradictions push the villagers more widely involved in the villagers autonomous transactions,which make the work of village committee transition becoming more complicated.At the same time,in order to strengthen the management of rural affairs,the governments in grass-root level(mainly refers to the villages and towns government)enhance the control of the villages committees.However,for the reasons of inaccurate role-definition,deviation in role-playing,ineffective full work in the process of governance,it is hard to maximize the overall interests,and then,laying down unstable factors for rural economic and social development to some extent.From the perspective of Game Theory and based upon the cases in the general election of villages committees in Liangqing District of Nanning,this paper analyses in depth about the strategy choices of interested parties,the costs and benefits in the process of general election through case analysis,social investigation and research methods.Also,with comprehensive analysis,this paper will review the role that grass-root governments play in the village-class election at expiration of office terms.And then,it will propose the strategy choices that the governments should make through the Game Theory to transmit the management type from original "parents" mode to "traffic police" mode so as to pay more attention to reorganize the rules,provide guiding and helping service while lighten the ordered arrangement,full-range control and taking on all things.Hence,by making good use of the grassroots' autonomy and participation,all beneficiary subjects can obtain the maximal interests,and finally to provide guidance for smoothly general election in villages committees.
