Study On Democratic Election Of Rural Villagers Autonomy

Democratic election of village committee which is important to the grass-roots democratic political system is a basic democratic right for villages according to law. As an important part of villagers’ autonomy, democratic elections is the premise of the villagers’ autonomy, which is vital for improving the mechanism for villagers’ autonomy under the leadership of villager-level Party organizations to make it full of vitality. Democratic elections had been promoted gradually across the whole province since 1980s, from the first designated nominee to direct elections, which has greatly promoted the grass-roots democratic political system.As a public servant of the Civil Affairs Department of Gansu Province, I have had a share in village committee elections twice, which brings me some thoughts of democratic elections too. With the practices of the eighth village committee democratic elections of Gansu province, the article teases the characteristics of it, analyzes the problems and theirs causes of the eighth village committee democratic elections of Gansu province under reversing of 《<Organic Law of the Villagers Committees of the People’s Republic of China> implementation of Gansu province》 and 《Villagers Committees Elections Methods of Gansu Province》,such as the missing of elections laws, the weak sense of democracy and the legal system of part of mass peasants, the election bribery and so on. With the purpose of pushing ahead the village committee elections, the article makes suggestions of perfecting the existing village committee democratic elections laws and regulations, cultivating mass peasants of democracy sense, resolving the contradictions at the basic level etc. And it provides the reference of theory and practice foe the future of the village committee elections in our province, which will bring new achievements to the grass-roots democratic cause of Gansu province.
