| Politics of county is Chinese politics' microcosm.In the process of modernization,the county party committee secretary as local top leader faces many challenges and temptations.Because of huge impact of ideological concept,relation of alienation in the period of social transition and the deficiencies in the construction of national system,the county party committee secretary are constantly being eroded by the "sugar-coated cannonball" and lead to rent-seeking corruption colluded with the center's illegal business deals.In this paper,we based on corruption of 50 county party committee secretaries,using the rent-seeking theory,social exchange theory and power restriction theory,to reveal the status quo of the current politics and commerce and deficiency,so as to build new relationship between politics and commerce.The study found that the current business scope of collusion and corruption are widely distributed,involving land and real estate,engineering and project,administrative examination and approval and enterprise management as well as the natural resources and state-owned assets.The ways of politician-businessman collusion and corruption are not easy to find and diversified,involved in the body of politician-businessman collusion and corruption is expanding and collectivization.In addition,politician-businessman collusion and corruption present a longer duration and larger span,and the large amount involved with bribery.This relationship on the basis of power-for-money deal,having filled with huge risk and harmfulness.Facing the current rent-seeking corruption and politician-businessman collusion,building new relationship between politics and commerce is imminent.To build new relationship between politics and commerce,we should start from own construction of officials,enterprise innovation,government reform,perfecting the market and strengthen the institutional construction and so on.Specifically,officials should be paid great attention to moral education,and strive to enhance the level of honest cultural construction;enterprises should strengthen their innovation consciousness,through the establishment of public relations between the enterprise and the government to seek government support;government should continue to deepen reform,reasonable definition of the government and the market boundary,exit the market intervention in the field of micro positive construction and maintenance of market order;vigorously strengthen the institutional construction,not only to form an effective checks and balances of power,also want to strengthen the supervision of power;through these measures,so as to realize the power restriction and standardize the unavailability of local top leader. |
