Studies On Corruption Of Rent-seeking And Governance In Resource-rich Regions

As a wealth given by nature, nature resource should bring bless to the people ofresource-rich area, but the resource-rich areas are trapped in resource curse. What is thecause of the resource curse, how to avoid it, how to struggle against it? It has beenstudied in many dimensions by scholars. It has been accepted that corruption ofrent-seeking is an main explanation of resource curse. Now many literatures dealingwith the topic from different dimensions, focusing on case studies of one country, orpolitical and institutional governance.This paper based on economics perspective; using principal-agent theory and gametheory, try to construct a game model between government officials, mining enterprisesand people in the resource-rich areas. Studies on phenomenon and causes of corruptionof the overseas resource-rich countries, how do these countries try to administer it, takethe corruption of rent-seeking of our resource-rich areas into consideration, put forwardthe countermeasures of governance. This research is helpful to rich the theory ofresource curse, corruption, and rent-seeking, and has certain reference value for themanagement of corruption of rent-seeking in resource-rich region of our country. Themain conclusions of the thesis are as follows:First, the game playing between government officials, mining enterprises andpeople in the resource-rich areas leads to the failure of principal-agent relationship ofpublic power, it trigger the occurrence of corruption of rent-seeking in resource-richareas. By bring in transparency, can reduce information asymmetry of economicsubjects, and it can be helpful to management of corruption of rent-seeking inresource-rich region.Second, by comparison of the link, causes and management of overseas corruptionof rent-seeking in resource-rich areas, we can draw a conclusion that by building asystem of public supervision, enterprise self-discipline and government regulation, andstrictly apply this regulation system to the resource rich regions of economic and social affairs, can be very helpful to govern the corruption of rent-seeking in resource-richareas.Third, corruption of rent-seeking in resource-rich region of our countryconcentrates on these links: qualification examination and approval of resourcesexploitation enterprise, construction of resources exploitation enterprise, productionsafety supervision of resources exploitation enterprise, and the transportation and salesof resource goods.In order to manage govern the corruption of rent-seeking in resource-rich areas ofour country, it has been required that enterprises need to strengthen the construction ofthe internal supervision mechanism, incentive and punishment mechanism; the socialsupervision; strengthening the organization construction of government official record,and strengthening the investigation and punishment to corrupt officials.
