Method Research On Effectiveness Improvement Of Public Policy Intervention

With the planned economy transforming into socialist economy,the way of economy development in China has changed from planned way into that of combination between market and government intervention.As the deepening of Chinese market oriented development,academic circles focus more and more on the way and effectiveness of policy intervening market economy.This paper is to research how to improve the effectiveness of public policy intervention with the example of circuit breaker which is studied and analyzed by scholars worldwide mostly from the perspective of economics,while this paper is from theoretical aspect of administrative management:taking circuit breaker as an example and policy intervention theory as basis,this paper sets a question of policy intervention effectiveness under the precondition of affirming policy intervention.This proposition stresses the "effectiveness",how to improve the effectiveness of policy intervention and how to avoid policy ineffectiveness intervention are the main researching objects of this paper.This paper expounds the policy intervention and its effectiveness in detail,summarizes the historical development of policy intervention effectiveness and researches the theoretical origin of policy intervention effectiveness,laying a theoretical foundation for this research.Firstly,this paper briefly narrates the significance of subject,reviews the overseas and domestic research status about policy intervention,policy evaluation and circuit breaker and provides detailed information on background,contents,methods and innovation.Secondly,this paper narrates the relative concepts such as policy process,policy intervention and its effectiveness and circuit breaker policy,and also sets forth the involved theoretical basis.Thirdly,this paper analyzes and researches the background and goals of establishing circuit breaker policy,thus the analytic logic of policy execution,policy evaluation,policy termination and policy surveillance in the whole process of circuit breaker policy is derived,and the effectiveness of circuit breaker policy is analyzed based on that.This section presents objectively the overall policy process,laying a good foundation for lessons and aspirations of policy ineffectiveness later.Then,this paper states that the implementation of "borrowed policies" like circuit breaker should be in accordance with Chinese conditions,in the meantime the importance of public participation in circuit breaker policy is studied,and detailed research on policy environment when policy is implemented is made.Research concludes that the policy environment of the day is one of the main causes of the failure of circuit breaker policy,and policy failure should be summarized timely to save policy resource and optimize policy contents.Moreover,this paper deduces the logic of improving effectiveness of policy intervention by analyzing the problems occurred in the case about circuit breaker policy,thus give suggestions to future improvement of policy intervention effectiveness from the following six aspects:careful implementation of innovative policies,the importance of public participation in policy-making,policy environment in implementing policy,combination of policy adjustment and exit,evaluation enhancement after policy termination and improvement of policy process supervision.At last,this paper summarizes the whole research and makes recommendations accordingly.
