Study On The Exercise Of Administrative Power Under The Policy Of "Delegating Power To Central Town"

In China,township is the most basic-level government that bears great responsibilities.As a government organization that has the closest contact with the public,its image exerts a great influence on social and people's evaluation of government.The governance of township government is featured by the immediate response to emergencies,which requires township government to solve problems in a fast and direct way.Traditionally,due to its limited authority,township government has to report many works to the higher authorities and wait for feedback,which has led to low efficiency and satisfaction.With the rapid development of market economy,some economically developed township governments are facing extremely serious contradictions and problems.To solve the problem,with bold and resolute,the State Council has delegated administrative powers to lower levels.Local governments of areas such as Zhejiang and Guangdong have taken the lead in implementing the policy of “delegating power to central town”.Governments in south Jiangsu have also pursued their characterized development paths through reforming the system of administrative management.Thanks to the exploration and practice over the past years,those regions have witnessed rapid economic development,great innovations in social management system,rising public service capacity,more scientific and reasonable structure of township government,and transforminggovernment functions.The kind of government that is based on public satisfaction,responsibilities and rule of law is gradually developing in those regions.However,the implementation of the “delegating power to central town” policy is a process that develops from nothing,which involves challenges posed by the current structure of government organization,financial system,government's ability to undertake administrative power,as well as the way of exercising power and supervising.With the deepening ofreform,more and more difficulties and obstacles are appearing,including the guarantee of legal system,the interestgame among different departments,and the consensus between government and the public.Among those difficulties,the reform of township administrative power attracts the most attention.Since 2010,Fenghuang town has conducted the reform of administrative management system for five years,centering on aspects such as the rearrangement of power,institutional innovation as well as the improvement of system and services.Through innovating organizational structure and strengthening team building,Fenghuang town has established the convenient service center and the comprehensive law enforcement bureau.It has made concentrated efforts to delegate administrative power and push forward reform.Over the years,the practice of Fenghuang town has been reported and promoted by People's Daily,the website of State Commission Office of Public Sectors Reform and Jiangsu Commission Office of Public Sectors Reform.Still,facing the external environment of economic and social management as well as the internal development of its economy,society and people's livelihood,Fenghuang town needs to cover a lot of shortages in the reform of administrative management system.As a result,choosing the “delegation of power to central town” in Fenghuangas the research background,this paper has analyzed and studied the guarantee,method and approach of the exercise of administrative power in township as well as related supervision system.This paper has found the shortcomings of Fenghuang town,mainly including the unstable and immature reorganized structure,inadequate legal guarantee,imperfect government supporting facilities,poor comprehensive ability of the team,the unsmooth transfer of delegated powers and incomplete following supervision system.Meanwhile,the paper has also analyzed the reasons of shortcomings through field research.The paper has made attempts to suggest that Fenghuangtown should start from the improvement of ideological understanding,system design,functionelements and power exercising.Based on outstanding contradictions and problems,Fenghuang town should push forward the pilot reform of “delegating power to central town”,strengthen the construction of grass-roots governments,and release “bonus from reforms”.
