Study On The Mode Choice And Countermeasures Of "Three Societies Linkage Interaction" In The Context Of Innovative Community Governance

With the continuous advance of China social and economic system reform,the importance of urban community governance in our country has gradually become prominent.On the one hand,with the rapid development of social economy in our country,the community replacement unit to undertake relates to the residents living in the public service,and community residents to community proposed social service needs more complex and diverse;on the other hand,the main city subjects of community governance develop in the direction of diversified development,the traditional single government control model has been unable to adapt to the current environment of community governance.All these circumstances pose new challenges to community governance in China.“Three Societies Linkage Interaction” as a new model of innovation of community governance in our country plays the role of community through the linkage of multi-subject,in order to meet the diverse needs of the community,which plays a positive role in solving the current plight of the community governance.“Three Societies Linkage Interaction” mode exploration and practice carry out in different parts of the country at different degree.The paper,taking Jinshui District Zhengzhou City as an example,explores the mode of “Three Societies Linkage Interaction” mode selection and perfect countermeasures.Based on the theory of social governance and social quality theory,this paper puts forward that “Three Societies Linkage Interaction” plays an important role in innovating community governance and constructing a new community that promotes the quality of society.First of all,this study sorts out the relevant literature about community governance at home and abroad,and then it makes a systematic understanding of the history,practice and research of community governance.Secondly,according to “Three Societies Linkage Interaction” practice in Zhengzhou City between the District,street level,community level three aspects to comb and sum up the existing the problem of “Three Societies Linkage Interaction”,including: the role of location in “Three Societies Linkage Interaction” is not clear and the function difficult to play;As far as community is concerned,the government's policy is not perfect,the community is lack of understanding of social work;As far as socialworkers are concerned,social workers are lack of professional ability,talent resources are very serious;As far as social organization is concerned,social organization development is uneven and organization structure is fragile,social organizations and community linkage degree outside the community is relatively low;As far as linkage Interaction mechanism is concerned,there is a lack of explicit communication mechanisms,three agency linkage information communication system is not perfect.Again,this article also studies the experience of Shanghai,Beijing,China Nanjing,Suzhou and other.The paper sorts out the development experience of “Three Societies Linkage Interaction” in advanced region,in order to provide good experience for selection of linkage mode of three agency in Zhengzhou City.Finally,on this basis,the author points out that the “Three Societies Linkage Interaction” mode in Jinhui District of Zhengzhou City should be a kind of linkage community governance mode,Which is guided by the government,with the development of professional social work as a driving force,professional social workers development as a promoter and social service operation as the mode of community participation.Aiming at the problems of “Three Societies Linkage Interaction” in Jinhui District of Zhengzhou City,some countermeasures are put forward,such as policy guarantee,community construction,social organization empowerment,social worker training,and linkage mechanism improvement.“Three Societies Linkage Interaction” is not only our community worker's practice summary in community work,but also the innovative exploration of community governance in Jinshui District of Zhengzhou City combining with local reality.It is important to study the practice and exploration of “Three Societies Linkage Interaction” in Jinhui District,which is important for both community governance theory and community governance practice.
