The Current Situation Study Of "The Interaction Among “The Interaction Among The Community,Social Organization And Social Worker" Mechanism In Community Governance

Along with our country’s reform of economic system and political system deepening,the main body of community governance changes from government,the single body to the direction of plural development.The third plenary session of the 18 explicitly put forward the innovation of social management system, in the proces of transformation of social management to social governance,community self-government organizations, non-government organizations, community residents are the main participants in the community affairs management.The essence of the reform and opening up is the process of the government power restoring to society and the public.Community of multiple interest subjects consciously involved in the community construction hope that through their own efforts to promote community construction and the construction of a harmonious community, so as to satisfy the needs of different interest groups, which is the fundamental motivation to promote community residents to participate in community affairs governance.The government in the process, still plays a considerable role, under the impetus of the government policy, mobilize community resources and social resources to join in the process of community construction, to promote the construction and development of the community, so as to improve the effect of community governance.On the way to explore diversified community governance subject, Beijing has carried on the positive exploration, put forward the "the interaction among the community organization and social worker and community mode of community governance", 20 community in chaoyang district in 2013 to pilot construction, 2015 it rolls out in each district and county of Beijing."interaction among the community,social organization and social worker"mechanism " bases on the government purchasing service for traction, takes the community as platform, puts social organizations(run by the local social work institutions) as the carrier, takes social workers as the backbone, to meet the residents’ demand as the guidance, by introducing external resources of social organization and social forces, through the social workers provide specialized and targeted services, so as to make the situation in the community, the multivariate supply service for the new social mobilization mechanism. The essence of which is government and social organizations fully cooperated, responsible.under the supervision of the government, social organizations organize community residents fully involved in grassroots governance, according to the demand for personalized, professional service.This article based on the practice of the project research of "the interaction among the community,social organization and social work-team" community service for the whole system in Shun Yi district 2015.It mainly adopts qualitative research method, literature method, participatory observation, interview and so on to carry on the description and analysis of "the interaction among the community,social organization and social work-team" mechanisms involved in Shun Yi district of Beijing" the status of community governance, analysis the existing problems and the reasons."The first practice of the interaction among the community,social organization and social work-team"mechanism in ShunYi district although has helped cultivate comumutiny organizations and certain models,but there is still exiting some communities not clear about the knowledge of the community governance, a lack of policy,community residents’ participation in community governance enthusiasm is not high, community residents’ autonomy ability insufficiency, the community social organizations development not mature,In order to find a suitable way for ShunYi distict "the interaction among the community,social organization and social work-team"mechanism involved in the new path of community governance, this article analyzes the experience of the domestic community governance, through the comparative analysis to find the optimization path of Shunyi district community governance, provide direction for project after advance, looking forward to promote the new path to ShunYi district in other community governance.
