Problems And Countermeasures Of Government 's Purchase Of Community Public Service

As a community of residents' main venues,it is not only a social organism,but also an important place for government departments to provide public community services.The local government plays an important role and significance in improving the community management and promoting the community construction by providing the most basic community public services to meet the diversified and multi-level basic needs of the residents.The practice and researches of the government to buy community public services are originated in the West.The government's practice and research on the purchase of community public services are originated in the western countries.Although these governments have different ways of purchasing public services for communities,they have played an important role in the construction and management of national communities.For China,Li Keqiang,the State Council Premier presided over the State Council executive meeting in July 2013,and it was aimed to study how the government promotes social force to purchase public services work.As China is later than those western countries about the involvement in the field of public service practice research,most of the domestic scholars have not formed in-depth systematic research on the governmental purchasing of community public services.At the basis of foreign and domestic comprehensive researches on the governmental activities of purchasing public services and taking the government of Shenyang city as an example,this article takes the combination of literature analysis and theoretical analysis and empirical analysis,therefore,it sums up several problems existed in the process of purchasing activities,starting from current situation of government at the time of purchasing public services,such as unclear responsibility,weak competitive strength of social organizations,and single way of purchase,and so on.Simultaneously,this article takes the basic theory of public product,governance theory and new public service theory as a guide,and analyzes current problems existing in the process of purchasing public services of the government of Shenyang,with the respective of improving the public management system.In addition,in terms of experience,this article lists several typical practice cases at the home and foreign countries,and after in-depth analysis,it summarizes some constructive experience and countermeasures.Finally,according to the related issues,the article puts forwards some policy suggestions in clarifying the role of the government in purchasing community public services,standardizing the scope,object and supervision and evaluation mechanism,and then take them into action,and take them as references in public management of China.
