The Study Of The Multi-interaction Mode In The Community Consultant

With the progress of democracy and civilization in our country,as well as the transformation in our society,the life structure of urban grassroots is also quietly changing.Multiple benefits-holders coexist and they will interact and game in the community,so deliberative democracy is becoming a method to deal with the multiple interests.This article is based on the research of Putuo District of Shanghai People’s Political Consultative Conference in 2016.So I carry out my research in the community of Putuo district of Shanghai.In the guide of the community authoritative structure theory and the social interaction theory,my research focuses on the interact model of the multiple participants in the community.I use the quantitative and qualitative methods to develop my research.Through the questionnaire investigation,I know the present situation of the community consultation roughly.Then I focus on the core issue,through the interview method to analysis the multiple interactions in detail.Thus my research has these findings:First,there are new characteristics of the community consultation participants.The most typical characteristics is that the multiple community deliberation participants take united actions and cooperation more and more often.The single-center deliberation body transform into the polycentric deliberation body which is made up of one key deliberation body and variety common deliberation body.In the last,the government control the urban community through the administrative power.But now then,the power of the community is shared by the polycentric deliberation body.Next,there are five kinds of interactions types in the community consultant:Communication,Cooperation,Confliction,Adjustion,Assimilat-ion.In the above five kinds of interaction,the main body of the consultant will according to the concrete situation use the emotion,the authority and the rational strategy flexibly.Last,their interactive mode and the power status of community consultation body in the community is a mutual construction process,showing an obvious tension,which also makes the whole process of community consultation become more complex and dynamic.Therefore,in the process of institutionalization,community consultation has changed and reshaped the power position of multi subjects in the community.Among them,the community party takes the initiative to build the consultant platform,holding the dominant position in the community;the community neighborhood caters to the community consultation,avoiding their power status declining;the community residents take an active part in it,hoping to improve their power status;other community organizations are forced to participate in it,facing the risk of their power status being woken.In addition,the characteristic of limited publicity in community consultation is one of the factors restricting the connotation of community consultation.it is necessary for community consultation to overcome the weakness if the community consultation try to become a social integration mode in the urban grass-roots community.
