The Study Of Deliberative Democracy Mechanism In Urban Community Of Tianqiao District,Jinan City

Grass-roots deliberative democracy is an important content of socialist deliberative democracy.As the basic unit and cell of cities,as the important carrier of urban social management,The degree of community deliberative democracy determines the residents' democratic consciousness,the ability of community autonomy and the harmony and stability of the community.In recent years,Deliberative democracy becomes an important governance resource in community governance.New modes and systems of deliberative democracy have sprung up everywhere.With the growing maturity of community deliberative democracy,more and more regions realize that without the guarantee of scientific operation mechanism,the perfect model will also fail.The Tianqiao district has explored its own set of community deliberation mechanism from the three stages of discussion topic combing,negotiated settlement,evaluation feedback.Based on the discussion above,The mechanism will issues negotiation of form a complete set of hearing in the three stages,to coordinate and council,three stages linked together ensure that negotiations can smooth implementation.Based on the realistic situation of community deliberative democratic mechanism in tianqiao district,this paper combines consultative democratic mechanism with urban community governance.First,through the form of the case,the mechanism of the three stages and three meeting negotiation mechanism is analyzed,and the same time,to summary the role of the mechanism in community governance in tianqiao district.Then through questionnaire survey,interview and other ways to analyze the mechanism of the community deliberative democracy in tianqiao district,there are also the subject of negotiation,deliberation procedure,negotiation content and negotiation environment.On the basis of this,the author puts forward his own thoughts and opinions on the restriction factors,and provides reference for the development of community deliberative democracy in the future.This paper plans to embed the theory of deliberative democracy into the governance of erban community for integrated studies,which is conducive to the further development of the theory of deliberative democracy.
