The urban community with multi-ethnic groups is an specific embodiment of large and small mixed populations of all ethnic groups in China. The interethnic integration of multi-ethnic urban community tends to be significant not only for the construction of national unity in multi-ethnic region, but also for the consolidation of national regime on an ethnical basis. The practice of interethnic integration of multi-ethnic urban community centered around questions about How to strengthen the democratic construction of multi-ethnic urban community and how to improve interethnic communication between ethnic communities, all of which are critical.The theory of Deliberative democracy appeared at the end of the 20 th century,which shed great value on the democracy construction of urban community at primary level. By which the conflicts with respect to interest between ethnic groups can be resolved, interethnic communication between ethnic communities can largely be driven, all the ethnic’s cultures in the community can be integrated, and also, the level of interethnic identity and national unity can be promoted.However, problems are still existing in the construction process of deliberative democracy as well as low level of public trust and influence offered by deliberative results. The root causes of which include the unsatisfactory positivity of participation in the interethnic deliberative democracy, limited ways of deliberative democracy participation. As far as its root cause: Firstly, The inequality exists in the process involved and participants’ ability which restrict the positivity of all participants in the community; Secondly, The issue of interethnic deliberation obviously lacks mass and ethnic support, unbalanced representativeness somewhat affect the focus of ethnic groups; Thirdly, the process itself lacks a necessary standard which involves low popularization of rules and procedures limiting the communication and cooperation among ethnic groups; Finally, mechanism of deliberation and tepid relationship of ethnic groups, stop the deliberation and communication among ethnic groups from the further development.In order to realize the development of interethnic communication in the urban community of multi-ethnic groups, to advance the degree of interethnic integration in community, the urban community of multi-ethnic groups should focus firstly on the equality of both opportunity and process in participation,has been realized among ethnic groups,to strengthen interethnic identity of community; Second, striving to improve representativeness of deliberative issues and to enhance the mass and ethnic characters of issue itself, and strengthen the interethnic communication; Third, actively to ensure standardization of deliberative process, drive ethnic cooperation of community; In addition, promoting the harmony of deliberative environment, perfecting the mechanism, optimizing the existing interethnic relations, should all be accomplished to ensure the integration as well as mutual development of all ethnic groups.
