A Study On The Performance Evaluation Of Medical Assistance Nonprofit Project In The Case Of Chinese Medical Association

In the current social environment in China,there are many kinds of social organizations in the government,individuals and enterprises?The government plays a key role in the social public service with its own public authority and function,the enterprise has an important role in the social service because of its wealth,but as the public sector tends to waste and abuse resources in the provision of public goods,resulting in excessive public spending or reduced efficiency,lack of efficiency in government activities or interventions,or the government has made a decision to reduce economic efficiency or can not implement the decision to improve economic efficiency.Market spontaneity,blindness and lag inherent defects and weaknesses caused by the "market failure",meanwhile,non-profit organization as "third sector"rapid development.However,the non-profit organization itself is not the pursuit of interests as the ultimate goal,enterprises also hope to obtain the interests of the premise,access to social reputation.With the development of the economy,the phenomenon of corporate donations to nonprofit organizations began to appear on a large scale worldwide,among them,the amount of charitable donations and donations to participate in the activities of enterprises are showing a rapid growth trend.The areas involved are also broader,including education,culture and arts,health care,environmental protection,community building and other donated resources are also very rich,in addition to funds,also includes products,equipment,personnel services,training and other aspects,and,in the context of a wide range of reality,for medical assistance programs,how to establish a performance evaluation system which is in conformity with the status quo of non-profit organizations to evaluate the medical assistance of non-profit organizations is the main research issue in this paper.In this paper,through the study of the relevant literature and the existing situation,comparative analysis of the differences in the performance evaluation of non-profit organizations and enterprises,based to the unique characteristics of non-profit organizations themselves,compared with other performance evaluation tools from necessity and feasibility Finally,based on the problems existing in the performance evaluation of China Charity Federation medical assistance non-profit project,this paper establishes a performance evaluation framework based on the Balanced Scorecard,To promote the process oriented performance evaluation,break through the limitations of thinking mode,strengthen the process oriented performance evaluation,improve the scientific nature of their performance evaluation,credibility and accuracy.
