Research On Citizenization Of Migrant Workers In Shanxi

Citizenization of migrant workers is an important content of promoting urbanization construction, expanding domestic demand and transformation of economic development pattern. For Shanxi, it is also one way to crack development dilemma and to promote social justice.The studying on the development of citizenization of rural migrant workers in Shanxi must be under the big background in China. Relevant statistics showed that migrant workers in Shanxi had basic characteristics in number, flowing, conditions of employment and income, etc. They also showed that migrant workers in Shanxi had some particularities. Meanwhile, related policies had also been introduced.Currently, there are still many restricting factors to make citizenization of migrant workers in Shanxi come true, which can be roughly divided into institutional barriers, economic barriers, social barriers and subjective barriers. Institutional barriers include the household registration system, public service system and rural property system, etc. Economic barriers mainly refer to the economic downturn and rural migrant workers'income in low level. Social barriers include policy implementation and management service unfulfillment and urban residents'low willing to accept rural migrant workers. Subjective barriers refer to their backward thinking and habits, inadequate in education, training and social capital.Related system and policy innovation must be carried out to smoothly realize citizenization of migrant workers in Shanxi. Advices in this paper are: to deepen reforming of household registration system, public service system and rural property rights system; to reverse Shanxi economy downward trend and steadily improve migrant workers' income; to improve migrant workers' human capital level and expand their channels to obtain social resources; to improve governmental daily service and spread positive energy of citizenization of migrant workers.
