A Study Of The Volunteer Service Platform From The Vision Of "Internet Plus"

the fifth GMIE in November,2012.At the Third Session of the Twelfth National People's Congress in March,2015,premier Li Keqiang brought up the implementing plan of "internet plus"in his Government Work Report,upgrading "internet plus" to a strategy of national-significance.The implementing plans of various industries are springing up afterwards.Volunteer service is an indispensable part of the modern society."Notice about the Basic Norms in Volunteer Service Information System" released in August 2015 has made it clear to vigorously promote the informatization of volunteer service,facilitate the deep integration of volunteer service and "internet plus",and set up the nationwide volunteer service information system.The construction of intemet+volunteer service platform is a vital move in accelerating the application of"internet plus "in volunteer service.The volunteer service platform enables thefunctions of the quick register,the prompt response of the released volunteer services,the "implement" of the volunteer service plans,the achievement of the transparency of the serving procedures and the allowance of the convenient evaluation on the service results etc..Besides,the advanced techniques like "Cloud","Net","Side" can be utilized to facilitate the intellectual match and real-time connection of the volunteer service resources,to improve the efficiency of the service and broaden its social influences.Both social work and volunteer service are precious social resources.In practice,social works usually conduct mulch-layered and mufti-dimensional interaction and cooperation with volunteer services.With the professional ideas,skills and techniques,social work can support the development of volunteer service and resolve the problems facing volunteer service,seeing as volunteers' lack of professional abilities,poor connecting and exchanging situation of service resources,large gap between the actual service quality and that been expected by society.The construction of the"internet +volunteer service" platform can not only boost the intellectual connection and exchange of volunteer service resources,but also help revise the network construction of volunteer service and social work,achieving the resources sharing and advantages complementary,all of which have exerted a profound influence upon the joint development of social work and volunteer service.In the vision of the "internet plus",the thesis takes the four provincial-level volunteer service platforms as the research objects and adopts literature research method and interviewing method.The thesis investigates and analyzes the current situation and existing problems of the four platforms in their management modes and service mechanisms,and conducts detailed and in-depth analysis from the aspects of the general situation,management modes,content designs,institution garrantee,service function of the platforms.The four platforms have problems like fragmented in works,short of communication and coordination,and lacking of promotion in the management,and meets with difficulties like the low activeness,low utilization rate,ineffectiveness of online training and service items,and limited inspiration effects.To address these problems,a new platform which is conducive to the deep integration of Jiangsu volunteer service and "internet plus" should be designed.The new formulation of the Jiangsu "intenet+volunteer service" platform construction aims to solve the problems in the management modes and service mechanisms of the "internet plus" volunteer service platform,and to meet the actual development demands of the volunteer career in Jiangsu as well.The four provincial-level volunteer service platforms,which have already been set up and put into use,are operating alone,and problems of the identical column setting,repeated content,sharing-forbidden information resources all hinder the development of the integration of the volunteer career in Jiangsu and "internet plus",thereby calling for a new idea which can promote a sound development of the platform.Firstly,an integrated and attached data platform should be explored to set up,integrating the information base of social work with that of the volunteer service to realize the real-time sharing,advantage complementary and rational allocation of information and resources.Secondly,the traditional management mode of the platform should be broken down and an opener one should be adopted instead,and the establishment of the feedback mechanism should be strengthened,to achieve the real-time interactions and mutual evaluations between the volunteers and guests,volunteers and the organizations.Finally,the construction of the platform should return to its nature of providing services,changing the original management idea that emphasizes the management,while ignoring the services,and highlights the data statistics,while neglecting the investigation,so as to equip the platform a wing of "internet plus",performing its functions of connecting and integrating service resources.
