Research On The Municipal-level Communist Youth League Secretaries' Job Transfer

The Communist Youth League is the assistant and reserve army of the Chinese Communist Party.Through the job transfer,for the party and government organs,enterprises and institutions to transport a large number of outstanding young leading cadres,it has become the Chinese Communist Party's important cadre reserves.The municipal-level is in a critical position in the national administrative system.And the Secretary of the municipal-level Communist Youth League is the young and the backbone of local governance.This level of the Communist Youth League secretary has become a local governance system modernization,public officials to promote institutionalization and leadership of civil servants an important part of personal development.Since the third plenary session of the Eleventh Central Committee of the China's Communist Party,the working focus of the government has transferred.Cadres appointed standards and systems,the Communist Youth League's functional orientation are followed by a large change.This article takes Anhui Province as an example,and selects the age of the Communist Youth League secretary,the basic situation,knowledge structure,work situation for correlation analysis,to summarize the law,characteristics and problems of job transfer.In this study,the job transfer of municipal-level Communist Youth League secretaries is affected by the standards and systems of the party and government cadres selection and appointment,especially in terms of age.At present,promotion is slowing down,but it is still the best post.At the same time,the role of education degree is small,and a wealth of work experience is still very important.To deal with these problem such as unclear position,insufficient excitation,short-sighted action and too much administration,the countermeasures include:to improve the selection and appointment system,strengthen the reform of China's Communist Youth League,strengthen the political attribute of the municipal-level Communist Youth League Secretaries,and support career planning.
