Study On The Innovation Of Social Governance In Urban Primary Level

In recent years,the governance innovation of grass roots society has become the focus of different cities in China to explore the new mode of social governance.From the experience point of view,different regions in exploring the path of governance innovation at the grassroots level there are many different practices and experience,the reform of the entry point,focus has also focused on.But overall,most explorations with local characteristics of the innovation,fragmentation of practice,practitioners and promoters of reform are in"forced" and "forced" in the situation and explore the experience,the lack of a system reform idea.In this paper,taking Nanjing city as an example,this paper studies the methods of urban community governance.With the rapid development of ur'ban modernization,the contradiction between the basic social governance and the traditional community management system has become increasingly prominent,which seriously restricts the development of social governance.The hub of the streets in the public service and social management based on the exploration to promote "the center" as the main content of the reform of the system of the street,"the center" of the flat,to the administrative and professional services for the direction of the implementation of the "modular" integration,the establishment of the people's livelihood service center,regional center building city construction and management center,and comprehensive management service center and economic development service center 5 service centers,to try to achieve the mechanism of swelling,functions and role transformation of cadres.Finally,some deficiencies of Xuanwu community governance,combined with the requirements of innovation of community governance are put forward in the four Chinese innovation management recommendations:Xuanwu District community management system,optimize social governance base to guarantee the basic equalization of public services,the role of social organizations participate in social governance,enhance the professional level of social governance.
