The establishment of a sound social security system,to ensure that the basic life of every citizen is the responsibility of the government,but also our common efforts to complete the.When each of us can not fully rely on the sound of social security,more people need to work to create wealth.However,for those who are homeless,they have lost their homes because of various reasons or lost their ability to create wealth independently.Therefore,social assistance is needed to solve their real life problems.Therefore,the establishment of a sound social security system,to do a good job in the city street and beggars social assistance management is very necessary,which is reflected in the local government's governing capacity of a performance.The Sichuan Jintang County of Chengdu as an example,referring to the domestic and foreign urban vagrants and beggars the excellent experience of rescue personnel management work,comprehensive use of field surveys,interviews and other methods of Jintang County City begging rescue personnel management work of the existing problems,and puts forward the countermeasures to solve the problem.This paper is divided into five chapters,the first chapter presents the background and significance of this study,literature review,research ideas and methods,as well as the overall innovation of the paper.Concept and the theoretical basis of the second chapter to the vagrants and beggars relief work study;the third chapter analysis the Jintang County Urban Vagrants and beggars social assistance management present situation analysis;Chapter Four analyzes the Jintang County Urban Vagrants and beggars social assistance management existing problem and reason analysis;the fifth chapter proposed perfect Jintang County Urban Vagrants and beggars social assistance management countermeasures.It is found that there are some problems in the social assistance management of the urban street beggars in Jintang County,such as the concept of the right standard,the backward facilities,the coordination of the departments and other major problems.In view of the main problems,the following specific improvement measures are put forward:stratified relief and management;improve the system construction;to shape the relief management culture and many other solutions.The management of social assistance of the Urban Beggars in Jintang Country has a certain representation,and the management of social assistance for the Urban Beggars in this paper is beneficial to solve the local management.At the same time,the social relief work in other areas of our country has a certain guiding role,but also has a certain reference value.
