Research On The Corruption Governance In Colleges And Universities From The Perspective Of Intra-party Rules And Regulations

The anti-corrupution road with Chinese Characteristics,Adhere to the two-wheel driven,the intra-party rules and regulations provide political security,the national law provide legal Security.The two-wheel complement each other,unified the system of socialist rule of law with Chinese characteristics.The intra-party rules and regulations are the most effective tools for anti-corruption,are also China's anti-corruption advantage.It is urgency and necessity,as the strengthen of governance country by national laws and governance the CPC by intra-party rules and regulations,governance the corruption in colleges and universities from the perspective of the intra-party rules and regulations.Corruption in the field of colleges and universities,compared with other areas,have commonality,also has its own uniqueness.It is the precondition for governance corruption in collegese and universities,further study the corruption in colleges and universities,master the laws and reasons behind the corruption.In this paper,I had re-defined the concept of corruption in colleges and universies,from the nature of corruption,corruption in collges and universies is an abuse of the University Autonomy and the normative use of the collegese public resources.At present,Corruption in colleges and universities is serious,The number of multiple,Complicated structure,harm great.Analyze the cause of corruption in colleges,can from three aspects,the perspective of the intra-party rules and regulations,the party members' personal,and the party organizations.First of all,the perspective of party member personal,who lack of self-discipline and awareness,not internalized the intra-party ruels and regulations in mind,not externalized the intra-party ruels and regulations in practice.The second persipective is the party organization,weaken in the party constrution,weaken in the responsibility consciousness,weaken in the governance.Education is in absence,supervision,implementation,and the punishment is not timely.Thierd perspective is the intra-party rules and regulations system,which is not scientific,not cohesion,not complete in system.The governance of corruption in colleges and universities is a systematic project,which needs common action,the party member,the party organization,the intra-party rules and regulations.First,the party members need strengthen theoretical study,keep the party rules by heart,enhance party spirit training,then use the intra-party rules and regulations in practice.Second,organization aspect,improving the education mechanism,perfecting the education process,building anticorrosion mechanism from source.Perfect the supervision,strengthen intra-party democratic supervision,standardize the commission for discipline inspection of full-time patrol supervision,promote to build cannot rot three-dimensional supervision mechanism.Three is to strengthen the accountability sanction,push the responsibility,construct the punishment mechanism of dare not rot.The intra-party rules and regulations aspect,a system of norms and regulations is neceasary,perfect the legislation,promote the discipline method cohesion,the discipline method effective operation,the promotion law effectiveness.
