Public Service Privatization Study

The public desire to the public service is increasing up with the rapid economic and social development, thus our present situation of the public service still cannot meet the needs of the people. Along with the reform highly activity of the western public service, there we also start to go on the road of public privatization. Combing with sorting out the domestic and abroad privatization theory, methods and tools, this paper has deeply analyze the privatization process base on the study of Jingyuan County heating service reform for a specific case. This paper tries to generalize the significance of promoting the effective development of the privatization of public service in China the present situation and future development as the main line.Firstly, it is an overview of the privatization of public service. This paper defines to determine the privatization theory of Savas as the basis theoretical analysis of this thesis up on listing the studies of the privatization of public services at home and abroad; and clears this article case studying privatization tools after sorting out the tools and methods for the implementation of the privatization. In addition, based on the theory of public service, it exploratory analyzes that our government providing the public service predicament existing, and points out the practicality of the privatization in our public service reform in China.Secondly, it deeply analyzes Jingyuan County heating service privatization by using the case study methods. Begin combing the evolution of Jingyuan County heating service this paper gives an analysis of the characteristics of the spontaneous supply stage, the planning stage, semi-spontaneous planning stage and market-oriented stage. And upon this it studies the privatization of Jingyuan County heating service reform from three aspects which are the strategy identify, program development and implementation thoroughly. It is emphasizes to conduct investigations on the five areas of role orientation, pricing, system construction, government regulation and concession period in the implementation process.Again, it uses the interviews, questionnaires and other methods for primary and secondary sources to analyze the performance of Jingyuan County heating service privatization on three aspects of strategy, planning and implementation, which shows that the performance has been improved after the privatization reform, thus still exits disadvantages. According to the earlier research, it summarizes the general significance on the reform, mainly is to contract the regulation, policy to customers, public welfare restrict to profits, and profits guarantee the public welfare, which also benefits other fields of privatization reformation.Finally, it is an exploratory analysis of feasible path and the future direction for China’s privatization. The feasible path for China to promote the privatization of starting from the four aspects of buying behavior "internal", improving the negotiating capacity of the social organization, perfecting the evaluation and supervision system, clearing the nature of instrumental value on privatization. In the privatization of public services future development, the most important is the development of private economy to increase competition and use privatization to change the system of social security.
