Study On The Consultation Democracy Construction In Minority Area

In the process of Marxism theory localization in China,applications of democracy take a very important part.After many years of theoretical study and practical exploration,we've already been able to make a conclusion: democracy is the scientific weapon to replace autocracy and the process of which will be written into the annals of history as the advancement of our society.So the answer to whether or not we should be determined to achieve people's democracy is definitely a yes.Lenin once said: " I deeply believe that the times to argue about socialism creed based on books has passed and will never get back.Today we should only talk about socialism based on experiences." [(1)] The many years of practical experiences since the foundation of our country have also proved that empty talks jeopardize national interests and hard solid work prosper our nation.Thereby,the urgent issue facing us today is not whether we should achieve democracy,but how the practices require us and what kind of democracy does the practice need.It's refreshing to notice the idea of advancing extensive,multi-layered and institutional consultation democracy,mentioned in The Decision on Major Issues Concerning Comprehensively Deepening Reforms adopted at the 18 th CPC Central Committee.This decision is the guiding light and basic principle to the development of democracy in our country in the future years,and the consultation democracy put forward in the decision is one of the directions of the advancement of our country's realization of people's democracy as well.Based on this idea,from the angle of consultation democracy theory,and through field researches on the application of the consultation democracy in minority area,combined with the knowledge we've learned,this paper systematically analyzes the problems arising in the development of the consultation democracy in minority area,and further more gives means and ways to resolve these problems.The main text of this paper is divided into four parts.Part 1 is the introduction.This part introduces the background of this paper,the theoretical and practical significance of the study on the consultation democracy in minority area,and the present status of domestic and foreign study on this subject.The detailed methods upon writing this paper,and the innovations and disadvantages of this paper are also given in Part 1.The theoretical insights and the development in practice of the consultation democracy in minority areas of our country are given in outline in part 2.From both theoretical and practical perspective,part 2 briefly states different aspects of the consultation democracy construction,including its basic connotations,important significances,scientific characteristics,and its development history and practice characteristics in minority area.The investigation on the application status of the consultation democracy in some minority areas is given in Part 3,through which we find out the main achievements and problems in the applications of consultation democracy in the minority areas of our country.Part 4 is the key part of this paper.From the angle of consultation democracy theory,this part gives the solutions and strategies to the problems in the application of the consultation democracy in minority area in China.China has a vast territory,and there are bound to be large differences because of different locations and customs.In the course of studying socialist consultation democracy,this paper focuses on the instances in minority areas,and will necessarily enrich the theoretical system of socialist consultation democracy in China,promoting its sound and rapid development,and make contributions to the achieving of high level socialist democracy.
