A Research On The Characteristics Of Deliberative Democracy Of China

Chinese socialist deliberative democracy is a new democratic form created by the Communist Party of China in the practice of leading Chinese people to carry out socialist revolution and construction. The “Decision of the Central Committee of the Communist Party of China on major issues concerning comprehensively deepening the reform” in the third plenary session of the 18 th CPC Central Committee points out that "socialist deliberative democracy is a unique form of China’s socialist democratic politics and has unique advantages and is an important manifestation of the mass line of the party in political field." On February 9, 2015, "Opinions on strengthening the construction of socialist deliberative democracy" issued by the CPC Central Committee points out that "to promote the institutionalized development of a wide range of deliberative democracy is an important part of the reform of political system."Since democracy is related to the status of people in the society and the country, therefore, the study and development of democracy are particularly important for China, which has several thousand years of feudal tradition. The deliberative democracy with Chinese characteristics both inherits Marxism and the excellent traditional culture of Chinese nation and the historical tradition of the new democratic revolution, which is a conclusion about experience of China’s socialist revolution and construction. China socialist deliberative democracy is not exotic, nor is it imposed on Chinese people by external forces. Thus this paper elaborates historical process of striving for democracy under the guidance of Marxism and the leadership of the Communist Party of China with the purpose of illustrating Chinese democratic road with historical facts of Chinese people’s efforts for democracyAs an important form of democracy, deliberative democracy in China and Western deliberative democracy have common elements, such as the importance of dialogue, consultation and so on. But socialist deliberative democracy is a new form of democracy created by the Chinese people in the practice of democratic politics. It has its own theoretical characteristics, which is different from the nature, characteristics and principles of deliberative democracy in the western countries.Since 1980 s, after western theory of deliberative democracy was introduced into China, some scholars researched western deliberative democracy theory with Chinese political consultative system. Though there are a series of achievements in domestic research, some problems indeed existed. The most prominent problem is the idea of thinking western deliberative democracy theory and Chinese political consultative system as equal, and ignorance of the research on the role of political consultation system in China’s socialist democratic politics, which thus avoids the analysis, criticism, study and reference of western deliberative democracy theory. These two wrong tendencies will inevitably bring practical chaos, not conducive to improving and developing the political consultative system in our country nor exploring and establishing a model of democratic politics with Chinese characteristics. Therefore, correct discrimination between western deliberative democracy theory and Chinese socialist deliberative democracy theory and correct grasp of the experience and inspiration offered by western deliberative democracy theory are an important prerequisite for our scientific grasp of relationship between western deliberative democracy and China’s political consultative system.Socialist deliberative democracy is a new form of democracy created by Chinese people in the practice of democratic politics and an important form of Chinese socialist deliberative democracy, which has an essential difference from western deliberative democracy. Correct grasp of the characteristics of socialist deliberative democracy theory will be bound to promote the national governance system and the modernization of national governance capacity.This paper includes five chapters:The first chapter is introduction and overall summary about the research background, significance, literature review, research methods, innovation and drawback. The significance of the subject discusses the value of this thesis mainly from theoretical and practical significance. Literature review mainly introduces the present main scholars studying deliberative democracy in academic circles and their opinions as well as problems in current research. Research methods center around use of dialectical analysis method, historical summary method and so on. Innovation is about introduction to innovative aspects and improvement of research perspective.The second chapter explores origin of deliberative democracy theory from deliberative democracy of Marxism Leninism and Chinese native culture to find theoretical basis for Chinese deliberative democracy and then elaborates more on the historical process of the Chinese people’s efforts for democracy under the leadership of the Communist Party of China to illustrate the Chinese democracy revolution road through their historical process.The third chapter discusses intrinsic characteristics of socialist deliberative democracy theory and the principle of deliberative democracy with Chinese characteristics. This chapter pays attention to nature, main characteristics of Chinese socialist deliberative democracy and the fact that deliberative democracy is an important form of Chinese socialist deliberative democracy. The explanation of these three aspects shows theoretical characteristics of Chinese deliberative democracy.Based on the detailed analysis of the similarities and differences between deliberative democracy with Chinese characteristics and western deliberative democracy, the fourth chapter expounds the reference and inspiration of western deliberative democracy, and focuses on the unique advantages of Chinese deliberative democracy.The fifth chapter set forth the significance of developing deliberative democracy from the perspective of political system reform and puts forward difficulties and challenges socialist deliberative democracy is facing as well as countermeasures for developing and improving socialist deliberative democracy.All in all, under the theoretical framework of socialist consultative democracy, this paper explores theoretical origin of deliberative democracy from that in Marxism Leninism and Chinese native culture and finds theoretical basis for Chinese deliberative democracy. On the basis of this, nature and the main characteristics of Chinese socialist deliberative democracy and that deliberative democracy is a significant form of deliberative democracy with Chinese socialist characteristics are described in detail for the theoretical characteristics of deliberative democracy in China. Following the detailed analysis of differences between deliberative democracy with Chinese characteristics and western deliberative democracy, this paper expounds the reference and inspiration from western deliberative democracy, and focuses on the unique advantages of Chinese deliberative democracy. In the end, combined with hot politics, this paper provides referential suggestions with regards to strengthening Chinese deliberative democracy construction and promoting the development of socialist democratic politics.
