A Study On The Problem Of Socialism Consultation And Democracy With Chinese Characteristics

The Chinese socialist deliberative democracy is an important component of the socialist system of Chinese.It is necessary to construct the perfect deliberative democracy socialism with Chinese characteristics which is different from Western electoral democracy and meet the characteristics conditions of the democratic political system in China.This paper studies the development of deliberative democracy socialism with Chinese characteristics from four parts:The first part,the connotation and the development significance of the deliberative democracy with Chinese characteristics.First introduces the formation process of Chinese socialist concept of deliberative democracy and the concept as well as its leading,practice four characteristics,diversity,harmony,and from the four aspects of the important value of theoretical value: enrich and develop the people of Marx on charge treasure,to explore the practice value of socialist democratic politics to achieve the form,to effectively deal with the international environment in democratic mode in western countries challenges,international contributions for the development of democratic politics Chinese scheme of the world.The second part is the ideological and theoretical basis and practical basis for the development of deliberative democracy with Chinese characteristics.This part expounds the theoretical and practical sources of deliberative democracy with Chinese characteristics.The theory origin from three aspects: one is the traditional culture,respectively,between the people and the value orientation of the whole world as one community of democratic ideas and the two is the Marx doctrine of harmony but not sameness;democratic politics theory,which is the Marx doctrine theory of the United Front,party cooperation theory,theory of democratic politics;three is the western democracy.Are the implication of the western theory of deliberative democracy and deliberative democracy in the form of universal suffrage.The practical basis of China's socialist deliberative democracy is the rudiment of consultation in the United Front led by the Chinese Communist Party during the revolutionary period and the initial establishment of the political consultation system after the founding of the people's Republic of china.After decades of development,democratic consultation results China socialist deliberative democracy are rich,in the practice of the Chinese people's Political Consultative Conference,the people's Congress,grass-roots autonomy and digital information in continuous improvement.The third part is about the reasons of the problems in the development of deliberative democracy with Chinese characteristics.At the same time,there are also many problems in the development of Chinese socialist deliberative democracy,are embodied in the four aspects of deliberative democracy is not strong,lack of main elements in the development of the system construction is not perfect,transformation difficult,democratic cultural atmosphere.This paper analyzes the causes of the development of deliberative democracy in China from three aspects: the defects of deliberative democracy,the imperfect development of electoral democracy and the incomplete development of social democratic political literacy.The fourth part is the countermeasures to promote the development of deliberative democracy with Chinese characteristics.This part firstly puts forward to correctly handle the deliberative democracy and electoral democracy,the party's leadership and negotiation,the national level and social level relations between the three important,then put forward the China characteristics of the development of socialist deliberative democracy,strengthen democratic consultation and participation are the main cultivation,if promoting deliberative democracy system,promoting democracy the outcome of negotiations landing and promote democratic consultation culture development.
